As a legal supervision organ,China’s inspection organs have experienced a tortuous course of development such as revocation,reconstruction,functional adjustment and reform since its birth,which is a long-standing witness and microcosm of China’s legal system construction.Especially in the context of comprehensive deepening reform and ruling the country in an all-round way,the functions and importance of the procuratorial organs as legal supervision organs have become more and more prominent.As a result,"reform" has become the norm in the prosecution service in recent years.In this round of judicial reform,the implementation of the judicial responsibility system,the classified management of personnel,the job security of public procurators,and the unified management of people,property and property of local procuratorates below the province are the four first basic reforms of procuratorial organs.Among them,the establishment and improvement of the classified management system of judicial personnel and the responsibility system of public procurators are directly related to the interests and responsibility distribution of public procurators,and they are also the "hard bones" and "cow’s nose" in the reform.The reform aims to attract qualified prosecutors to the front line of handling cases and to professionalize,professionalize and elitize the ranks of prosecutors in order to improve the quality,efficiency and credibility of cases,so that the people can feel justice and fairness in every judicial case.After more than five years,it can be said that the reform has entered the stage of consolidation and deepening,and the reform dividend has been highlighted,but some problems have also been exposed in the work,and more research needs to be done in order to further promote the further development of this work.Because of the legal nature of the procuratorial organ,the research on the judicial reform of the procuratorial organ usually focuses on the exercise of procuratorial power and the adjustment of functions in recent years,and there are relatively few research achievements on the classified management of personnel.And the research on personnel classification management is often focused on the post prosecutor,for auxiliary personnel,administrative personnel involved little;Few theories related to public administration and human data management have been used in the research results.A county-level procuratorate in S province was selected as the research sample in this paper.S province is located in the central region of China,and its economic level is still far behind that of the eastern region,so its professional talents and case handling quality are limited to a certain extent.Especially since the 18 th National Congress of the Communist Party of China,systematic and systematic corruption has emerged in the province.In 2017,S Province became a pilot province for the reform of supervision system.A large part of the excellent case handling strength of the procuratorial organs was transferred to the Supervision Commission,which has a great impact on its current human resource management.At present,there are few research results on the judicial reform of this province.The Procuratorate of X City is an advanced grass-roots procuratorate in China,and it is also a "compound" with more than 50 people retained after the internal structure reform.The status quo and problems of personnel classification management have certain typical significance.This paper hopes to summarize and study the classified management of judicial reform personnel in the procuratorate of X City,and play a certain reference role for the procuratorate of X City and even similar grass-roots procuratorates across the country to further promote the judicial reform.This is also the possible innovation of this paper.This study took the X County Procuratorate of S Province in central China as the research object,used the relevant theories of public management to study the practice of personnel classification management reform,and putted forward corresponding countermeasures and suggestions.On the basis of the five-year practice of classified management of personnel in X County Procuratorate and used the relevant theories of human resource management in the discipline of public management,after combined and summarized some problems exposed after the reform,it was found that after the reform,because the top-level design was not specific enough,the proportion of personnel distribution did not adapt to the local reality,and the cohesion of all kinds of personnel within the department was weakened.Because the institutional reform was not completely de-administrative,the personnel selection mechanism was not perfect,the supporting career security mechanism was missing,and it was difficult to set up a professional case-handling team,as a result,the pressure on prosecutors to handle cases had increased,and the problem of "too many cases and fewer people" has not been completely solved.The rising channels of procuratorial auxiliary personnel and judicial administrative personnel have been blocked,and their work enthusiasm has been frustrated,which were not in line with the purpose and requirements of judicial reform.Therefore,this study proposes that adjust measures to real conditions should be used to improve the personnel classification management system,and scientifically determine the reasonable number of prosecutors and the proportion of other personnel.This study also proposes that we should deepen the reform of internal institutions,promote the de-administration of prosecutors,and clarify the procedures for the selection and withdrawal of prosecutors,so as to provide institutional guarantee for prosecutors to exercise procuratorial power independently.Therefore,we should provide support for the smooth progress of personnel classification management from the aspects of performance evaluation mechanism and job security,so as to really release the dividend of judicial reform.
