Research On Government Regulation Of Express Industry In Chuxiong Prefecture

In recent years,while the world economy is slowing down,China's economy is still growing at a certain speed.This development has not been easy.E-commerce which plays a pivotal role in the development of national economy,to be a dark horse in the economic development of China,sprung up during this period,thus driving the rapid development of express delivery industry.The rapid development of the express delivery industry,however,has brought many problems to the country,society and consumption,especially the relevant regulation formulated by government has become an important issue.Nowadays,our government's supervision of the express delivery industry puts the safety issues into the first consideration,this is an important means of ensuring the express delivery industry's safety,but also an important link to reflect express service and promoting the development of express delivery industry.In order to promote the healthy and orderly development of the express delivery industry in Chuxiong prefecture,how to supervise the express delivery industry effectively and solve the bottleneck problems such as safety,service quality and efficiency in the development of express delivery industry.This paper applies the theories of government supervision,market failure,public service,through questionnaire survey and literature analysis,to study the current situation,problems and causes of the problems in Chuxiong prefecture express delivery industry.Based on the experience of express delivery industry supervision in other regions of China,the paper puts forward the countermeasures and suggestions to improve the government supervision of express delivery industry in Chuxiong prefecture: to perfect the functional orientation of supervision department,to perfect the institutional setting of the main body of express delivery supervision in Chuxiong prefecture;to revise and introduce relevant regulations and policies and innovate the mode of industry regulation.This paper is divided into six parts.The introduction will express the development of the express industry and industry problems as the background,clarifies the significance of the express industry regulatory research.The first chapter is the theoretical basis of the express industry government regulation.This part expounds the theoretical basis of express industry supervision from the following aspects: defining characteristics and scope of express industry supervision and application of market failure theory,government supervision theory and public service theory.The second chapter expounds the present situation of Chuxiong express industry,the main body,contents and methods of supervision and the necessity of supervision.The third chapter is through the statistical analysis and other methods listed Chuxiong prefecture express industry supervision problems and the causes of the problems.The fourth chapter is mainly other regions' supervision experience and reference on express industry.The fifth chapter puts forward the relevant countermeasures and suggestions to further improve the government supervision of Chuxiong express industry.Mainly from the establishment of regulatory bodies,the revision and improvement of relevant laws and regulations,the formulation of policies,this paper aims to innovative regulatory model and other aspects of research conclusions and future prospects.
