In order to further optimize government functions and improve management efficiency,the state council encouraged the government to purchase services in 2014,and the group organization conference in 2015 emphasized that group organizations should innovate their thinking and introduce social forces to improve the ability to serve the masses.However,due to the lack of experience of mass organizations in participating in the government's purchase of public services,there are still some problems in the management supervision and cooperation methods,which affect the expected effect when the purchase of services is set up.In this paper,the new public service theory,contract theory and the theory of public goods theory Angle of view,project implementation information collected through the literature method,research under the village(community)school education services,women's federation and the guangxi zhuang autonomous region,buy "children's home" school education service as an example,analyzed the all-china women's federation partnerships with social organization,system analysis and performance management,etc.Through summarizing the problems and exploring the causes,the author finally puts forward Suggestions on the management model of group organization purchasing external education services of villages(communities).This paper expands the theoretical research on the government's purchase of public services,and puts forward the management model of group organizations' purchase of off-campus education services in villages(communities).Under the background of the insufficient supply of public services and the reform of group organizations,it provides a new idea for group organizations to participate in the government's purchase of public services.
