It is necessary to innovate the main body of the left-behind children care service system and optimize the main body structure and operation mode.The innovative subject model needs to consider the boundary relationship between subjects,but at present,the boundary range of basic public service in some fields is still fuzzy and the guarantee standard is missing.Therefore,it is necessary to further clarify the functional and responsibility boundaries of the "dominant subject" and "subordinate subject" of the rural left-behind children care and service system.We believe that the problem of care for left-behind children in rural areas is not a problem of transferring family responsibilities,but a problem of responsibility sharing among multiple subjects in the supply of care services,which essentially reflects the serious imbalance in the distribution of attention responsibilities among multiple subjects.Therefore,how to prevent the care responsibility loophole in the care service system needs to be balanced,Shared and distributed.In this paper,through literature method and questionnaire method to explore the needs of rural left-behind children care services,analysis the boundary of the rural left-behind children care services management problems,based on the perspective of collaborative public management,discusses the rural left-behind children care service system construction of three boundary management problems,put forward rural left-behind children care service system of the three main body pattern.Among them,responsibility balance involves collective action of system,responsibility sharing involves equalization of resource allocation,and responsibility distribution involves specialization of basic public services.We consider it challenging to solve large and complex problems through new team structures due to the assumptions and mindsets of our collaborators.Therefore,we adequately describe and explain the effectiveness of crossing organizational,departmental,and professional boundaries in complex environments.First,from the overall government organization model to examine the effectiveness of"cross-border";Second,the effectiveness of "cross-sectoral cooperation" is examined from the organizational model of public managers.Thirdly,the effectiveness of"leadership" is examined from the organizational model of boundary wrench.
