A Study On The Behavior Properness Of Township Government

In China,the township government is at the bottom of the government system that directly implements the state policy,it is the focus of all kinds of contradictions that the township should not only carry out the instructions of the higher level and complete the instructions,but also express the interests of the masses.At the same time,as the lowest level of government,the township government whose working state is directly related to the effectiveness of the implementation of various policies in our country is the closest to the masses,it also objectively reflects the ruling ability and level of our party,and is related to the image and life of the party.Due to the lag of the political system reform,unreasonable financial system and imperfect laws and regulations,as well as some problems in the implementation process,it is difficult for the township government to perform its duties correctly.In recent years,our government has carried out many reforms,especially after abolishing agricultural tax,advocating the construction of service-oriented government and comprehensive rural reform.Although the township has been re-positioned,the corresponding policies and regulations have not been followed up.Reform at the grassroots level is not very effective.The government has to explore and find its own living space.Since the political system of our country is highly centralized by the central government and the superiors have absolute control over the lower levels,the superiors refine and decompose the target responsibility layer by layer,township government have to obey and implement it.In the case of unequal powers and responsibilities and inadequate performance conditions,the overload of township government becomes more and more serious.The offside,misplacement,and absence of township government functions are more obvious.Through literature research and social investigation,this paper reviews the historical evolution of villages and towns,and analyzes various contradictions and problems of township government functions,as well as reasons for improper performance of duties,in the end,puts forward corresponding countermeasures and solutions for township government to standardize performance of duties.By correctly positioning the township government,rationally dividing the powers,enhancing the ability to perform their duties,and strengthening the supervision of performing their duties at the level of laws and regulations,the township government can standardize the performance of its duties,reduce the occurrence of offside,misplacement and absence of township government.In this way,township government can play its role well in economy development,social management,public services and grass-roots construction,in the end,it injects vitality into the comprehensive rural reform and provides guarantee for rural revitalization.
