Government Procurement Agreement is an international regulation on government procurement with the purpose of opening the global market and achieving liberalization of world trade.As one of the plurilateral agreement of the WTO,GPA is one of the most influencial treaty on government agreement with the legal binding upon its members.China made the commitment of launching the negotiation on joining GPA in 2001 when joining the WTO,and brung it into practice in 2007.The negotiation of joining the GPA emphasized on two issues,one is the internal legal reform and the other is the scope of entities that should abide by the GPA,and the members of GPA tends to make a list of entities that should follow the regulation of the GPA.the list commonly includes 6 annex and 1 general note that respectively contains the issues of the central government entities,the sub-central entities,other entities,goods and construction services covered by the GPA and general notes.So far,China has offered six lists to the GPA.Within the latest list,China offered a larger scales of sub-central entitles along with universities,hospitals and stated-owned entities.During the negotiation of the GPA,members mostly focus on how to make the most benefits while not affection the development of internal economy,so the decision should be made with full consideration.From the view of strategies of negotiation,China should use the skill of multilateral negotiation,emphasize on the character of "developing country" and make the most use of exception treatment of the GPA.As for the entities,China should measure the benefits and influences to China's government procurement when joining the GPA before listing the legislative and judicial entities,sub-central entities with underdeveloped economy and state-owned entities.
