Competitive Procurement of military equipment is an important task for the construction of military equipment. As a normal and effective procurement method, competitive negotiation will play a dominant role in military equipment procurement increasingly. The dissertation studies the working mechanism and model of competitive negotiation procurement of military equipment, which makes an adventurous exploration to establish, strengthen and perfect the competitive procurement method of military equipment.Within the defined scope of study, the dissertation introduces the characteristics of competitive negotiation and military equipment procurement respectively, points out that competitive negotiation procurement is a dynamic game process and the specific features of the military equipment procurement market, analyses the problems existing in the current military equipment procurement, proposes the emphases which should be placed on in the regulating of military equipment procurement. Based on the characteristics of principal-agent relationship and contracts of military equipment procurement, the dissertation studies the reasonable and effective competition mechanism and incentive mechanism, expounds the comprehensive evaluation criteria for the competitive negotiation which is based on the whole life cost management. Through the study of "price" game between the purchaser and the supplier, the supplier and the supplier, the dissertation proposes that the purchaser should be adept at dominating the negotiation length and tempo, and motivates suppliers with limited price incentives.The trading principals of competitive negotiation include buyers and sellers, which means military departments (including the procurement agencies approved by military departments) and suppliers. The dissertation studies the cost-plus incentive mechanism, the reputation incentive mechanism and the multiple-tasks incentive mechanism of the procurement agencies respectively; Studies the offer decision-making models of suppliers, considering the time value of capital and the effect of inflation, the dissertation optimizes the offer models by mathematics planning theory and method; Summarizes evaluation models of the final and best offer which is concerned by suppliers, proposes the concept of consistency- maximized model and the method to optimize the models, makes an research and initial design of the evaluation expert managing system. During the process of competitive negotiation, there shows various types of collusion. Through the game analysis of rent seeking, collective corruption, the background of bribery, the binding mechanism, and the preventing measurers, the dissertation proposes to perfect the rules and regulations, strengthen the supervision of the competitive negotiation of military equipment, and makes a research on the legal responsibility of collusion. The dissertation discusses the topics on price game, effective incentives, mechanism design, optimum offer, optimum comprehensive evaluation model and different types of collusion, participated by the concerning parties during the process of competitive negotiation jointly or independently and proposes some new points and methods.
