The Positive Interaction Between International Maritime Safety Legal System With Domestic Maritime Safety Legal System

Although there is no uniformly definition of maritime safety,the protection of shipping and marine ecological environment has been the consensus around the world for a long period.Maritime safety has always been a huge concern in the global maritime area over the past century.With the further development of globalization and maritime technologies,new challenges have been turned up in maritime safety area.In fact,non-traditional maritime safety risks such as piracy risks,maritime terrorism risks and marine ecological environmental issues have replaced traditional maritime safety risks.In order to cope with the new situation,international organizations such as IMO have taken measures in perfecting the existing international maritime safety legal system,and various countries have also promoted maritime safety legislation in the same time.However,maritime safety is complicated,transnational and it is hard to be detected,which requires that international and domestic maritime safety legal system must be harmonized.In fact,the positive interaction between international maritime safety legal system with domestic maritime safety legal system is the best way to reach the goal.As one of the most important maritime countries in the world,China needs to take various measures to promote the positive interaction between international and domestic maritime safety legal system.Because it can not only make maritime safety legal system harmonized,promoting maritime safety,but also it is the right way for our country to fulfill international responsibilities.On one hand,China should actively learn from the existing legislative experinence and advanced practices while we must trust our domestic legal system.One the other hand,China should take use of bilateral,regional and multilateral negotiations to timely adjust domestic maritime safety legislation in accordance with the requirements of international maritime safety treaties.Moreover,China should work on the innovation of the maritime safety legal system and continue to export Chinese wisdom to the international community.
