Political reform is the main way to promote a country's political development.From the historical perspective,the political progress of contemporary and modern countries has gone through many ups and downs rather than a single line.The regime forms and the institutional structure of a country have also undergone the evolutionary process,while the revolution was purchased at too great a price,and which is not suitable for the maintenance of the country and the desire of the people,the political development of a modern country is more ongoing by means of political reform,breaks and reforms the unsuitable system mechanism so as to develop towards a higher rank of political civilization.Although the 19th century British classical liberal historian and thinker Acton was sometimes controversial about the historical methods of running through belief and morality into the study of history,he advocated compromise of religion and common customs,and resolutely opposed the idea of absolute power and universally acknowledged.He summarized the political reform formed by experience of political change,and a remarkable change happened in his early and later years,especially the understanding of the political revolution.In his early years,he regarded revolution and reform as opposing between the two,hold that revolution blocked reform and thus hindered freedom.On the issue of political reform,Acton holds that reform is full of legitimacy on the issue of political reform,which suits the needs of social and natural evolution,obedience to God and preservation of existing powers.While in the process of reform,the basic principles of tolerance and compromise,respect for historical rules and existing conditions should be adhered to.Acton advocated gradual reform with a limited rather than destructive one.The attitude of Acton toward revolution changed in his later years.He summarized revolution is the way to promote political progress and has the safeguard function of preventing abuse of power from a long historical survey.In the meanwhile,he has a further understanding of the reform,and he still believes that the reform is full of legitimacy,but also recognizes that there is a risk of failure in the reform,the order between the needs of the ordinary citizen and the political reform restricts whether the reform succeed or not.Revolution and reform of Acton has undergone a process of transformation,which is related to his personal perspective and cognitive changes.View of political reform of Acton has progressiveness,but it also has limitations,such as strong religious color,lack of systematic analysis and so on.But it seems now this kind of experience-summarized view of political reform is also remarkable,there are historical value and significance,such as enriching reform theory,inspiring thinking and providing experience of running the country;and the view of political reform of Acton also inspires us to think about political reform in China:Examining the current political reform in China,political reform in China has developed within 40 years of reforming and opening-up,vertical comparison has changed a lot and political reform has achieved many results,but the risks,complexity,resistance and pressure of political reform still exist.Reform is not completed overnight and must never stop,there are still many things that need to reform and improve.It is necessary for us to preserve strength,tap resources from tradition,absorb strength,innovate endogenous growth power,tolerate,open and learn,to constantly improve the socialist system,and to advance modernization in the state governance system and governance capacity.
