Grass-roots civil servant is a relative concept,that is,in the county,not divided into districts,municipal district organs,township organs to perform public duties according to law staff,including division level civil servants,section level civil servants,staff and clerks.Grass-roots civil servants are the backbone of the national civil servants and the core component of the human resources of grass-roots organs and units.They are the ultimate executor of national management activities,serving the masses directly and making great contributions to China's economic and social construction.In 2015,the central government decided to implement a system of parallel posts and ranks for civil servants at and below the county level in order to address the difficulties in promotion for grassroots civil servants and the weakness of the incentive system of the traditional civil service management system.The implementation of this system is of great significance for solving the difficulty of post promotion of civil servants under the traditional monorail system and improving the incentive mechanism of grassroots civil servants.More than four years of practical experience shows that the new system has played a positive role,but also exposed some problems,such as too long promotion period,incentive cadres and officials to start their own businesses is insufficient,the ceiling of promotion is still obvious,failed to effectively change the situation of official standard and other problems,need to be further improved.In June 2019,the new position and rank parallel system implemented in the civil service system,in this paper,the C District F City of Guangdong Province civil servants position and rank parallel system implementation,mainly through the contrast of the old and the new position and rank parallel system,points out that the new positions and ranks parallel system to obtain the effect and shortcomings.At the same time,this paper also puts forward some Suggestions and ideas to further improve the parallel system of posts and ranks.To improve the new system,further actions must be taken,such as scientific optimization of the implementation of the system,reasonable adjustment of the salary structure and the gap,improvement of the grass-roots civil servants performance appraisal mechanism,optimization of the rank promotion supervision mechanism,Improve the supervision and management mechanism for promotion of ranks,and comprehensively improve the comprehensive literacy and professional ethics of grass-roots civil servants.
