Since 2012,the 18th National Congress of the Communist Party of China,the cause of the party and the country has entered a new era.As the specific implementers of the party and the country’s major policies,civil servants are facing increasing demands.At the same time,how to motivate civil servants and release energy services society is worth considering.《Opinions on the Establishment of a Parallel System of Civil Servant Duties and Grades in Departments Below County Levels》is jointly issued by the General Office of the CPC Central Committee and the General Office of the State Council in 2015.In March 2019,the General Office of the Central Committee of the Communist Party of China issued the 《The provision of Parallel System of Civil Servant Duties and Grades》 and issued a notice,which will be implemented on June 1,2019,requiring all localities to strictly follow the implementation.As one of the most important measures to deepen the all-round reform,the parallel system of duties and grades has solved some problems,done practical things for grass-roots civil servants.It is still worth discussing whether we did do things well and whether we can do things better.This paper takes grass-roots civil servants as an example,based on summarizing relevant theories and current research situation,focuses on the characteristics of grass-roots civil servants and effect of parallel duties and grades system,analyzes the incentive effect of duties and grades system,identifies problems and explores suggestions for improvement.There are 7 chapters,The first chapter is the introduction;the second chapter is the related concept and theoretical basis;the third chapter is the summary of the Parallel System of Civil Servant Duties and Grades;the fourth chapter is the analysis of the incentive effect of the Parallel System of Civil Servant Duties and Grades;the fifth chapter is the position and The problems and causes of the incentives in the Parallel System of Civil Servant Duties and Grades;the sixth chapter is the improvement suggestions for the Parallel System of Civil Servant Duties and Grades;the seventh chapter is the conclusions and prospects.The system has its own advantages,which is to solve the problems of low treatments and ceilings in job promotion.It plays a very good role of humanistic care.However,the existing problems are increasingly apparent,which are manifested in the lack of scientific evaluation results,too long promotion time,rank-oriented queuing,and low salary.The incentive effect of the parallel system will be affected by the lack of independence of the promotion channels and internal contradictions in the scope of policy implementation.Suggestions are made to improve the civil service assessment system,optimize the grade channels,establish an independent grade wage system,and promote the parallel system of civil servants duties and grades in an all-round way so as to better play the incentive role of the policy.
