Study On The Implementation Of Land Expropriation Resettlement Policy In Taizhou Luqiao

Since the 12 th Five-Year,Chinese urbanization process is accelerating,and land demolition emerged in the vast rural areas,had resulted in a huge and special social group-“landless peasants”.The farmers who loss land or land decreased can no longer simply rely on the land to make a living;meanwhile,they also do not have the public social security conditions and the ability to work.As a result,it is showing a difficult situation that “farming no farmland,working no technology".In fact,since the reform and opening-up,land expropriation and removal becomes the important feature accompanied by China's urbanization development,how to deal with the demolition land resettlement farmers,to a certain extent,is develop to the main contradiction in the society.In the background of "13th Five-Year" China has built a well-off society in and all-round way,to solve the livelihood needs of farmers is an important foundation for the great rejuvenation of the Chinese nation,it is also the premise to realize the dream of China.Therefore,this thesis research has a certain practical significance.This thesis launches the research process mainly adopts quantitative research method,qualitative research method,theory with practical research method and so on.It will based on implement of Luqiao District of Taizhou city land acquisition and resettlement policy,do a relevant theoretical analysis of land expropriation compensation on the one hand,systematically express the resettlement policy implementation of landless peasants in Luqiao District.On the other hand,with the problems in the process of land requisition(with the relocation)of Luqiao District,analyzes the causes of the bad effects of the resettlement policy implementation,and then puts forward relevant solving strategies and measures.At the same time,this thesis will also compares and draws lessons from domestic and international experience,so as to promote the applicability of this thesis in a wider field.In this thesis,through the analysis of the land requisition compensation and resettlement policy of Luqiao District of Taizhou City,it will select the number of land acquisition and resettlement policy implementation research points,respectively,through questionnaires,interviews,etc.,to carry out qualitative and quantitative research on the data acquisition,and points out its existing policy loopholes in the implementation of resettlement land expropriation,including propaganda and explanation the execution is not in place,lack of standardization,the implementation is not in place,and the results of solving the problems,finally puts forward improvement strategy framework.Combined with the analysis of research results,this thesis compares the traditional resettlement,the transitional resettlement,and resettlement of three types of trends,;the trend of settlement is the most suitable type for the Luqiao city farmers land acquisition and resettlement policy requirements.Theoretically,it includes the monetary resettlement,social security resettlement,and resettlement resettlement(centralized development is the reserved land),each has its advantages as well as the masses football proportion;however,the defects can not be ignored,compared through combination with the resettlement policy of the South China Sea,Jiaxing,and Wuhu,we also can clearly see the" landless farmers "resettlement is a systematic work,it brings a long-term damage to the traditional social ecological.The government resettlement policy only can compensate the basic economic loss,temporary comfort,as to solve the problem of long-term livelihood of landless peasants,it also need to establish a series of work mechanism;solve the interaction strategy cannot separate the common functions of the government,developers and farmers,and realize the unity of purpose in diversification,"policy" is a good rigid mechanism;combined with the relevant requirements of the “policy implementation”,the system construction led by the government launched,is the most important guarantee of the land expropriation and resettlement policy formulation and effective implementation in the China's urbanization construction during the “13th Five-Year ".
