Study On Compensation Policy Implementation Of Shantytown Reconstruction And Resettlement In Luohu District Of Shenzhen City

At present,our country is faced with many livelihood problems,and one of the more important ways to solve these livelihood problems is to transform the shantytowns.By integrating the shantytowns transformation into solving the livelihood problems,we can effectively improve the quality of life of the poor households,improve the living standards of the citizen,and constantly strengthen social coordination,cooperation and operation.In this paper,Luohu District of Shenzhen city is taken as the investigation area,which should also be fully combined with the actual situation of regional development to establish a sound resettlement compensation policy.On the premise of ensuring the construction income of the project,the real improvement of the living environment of the people,the innovation of the city appearance,and the promotion of the overall development of regional economy and culture should be realized.Based on the background of shantytown reconstruction in China,this paper studies the compensation policy of shantytown reconstruction in Luohu District of Shenzhen by case analysis and field interview.This paper first introduces the characteristics of shantytown in Luohu District of Shenzhen City and its reform work,and combs the relevant resettlement compensation policies of the central and local governments,then analyzes the implementation process and effect of the reform and resettlement compensation policies systematically.It is found that in the implementation process of the resettlement compensation policies of Luohu District,the recognition of the masses on the resettlement compensation policies is not high,and the transformation and resettlement projects are not progressing smoothly At the same time,the implementation of the compensation policy is not timely.This is due to the lack of good institutional resettlement policy-making factors,policy system environment factors and implementation of relevant personnel factors.Finally,this paper points out that the government is the main planner of shantytown reconstruction,and the government holds the direction and way of shantytown reconstruction.Therefore,the government needs to fully consider the practical interests of social development,improve the compensation policy of shantytown reconstruction and resettlement,and make a systematic study of the detailed rules concerning the vital interests of the masses,so as to improve the assistance Support policies to achieve win-win benefits.In terms of the improvement of policy implementation,we should reasonably divide the rights and responsibilities,adjust in combination with the market operation,and guarantee the supervision mechanism and process audit through the assessment mechanism.In terms of the propaganda of resettlement work,we should go deep into the masses,do a good job in basic research,and improve the masses’ awareness of the policy.In the aspect of external environment,it is necessary to combine closely with the market from a macro perspective,realize the diversification of resettlement compensation methods,and reasonably design the transformation mode,so as to better promote the transformation of shantytown,and truly achieve the goal of social sharing of the reform results.
