The Problem Of City Management Law Enforcement And Its Solving

With the continuous progress of urbanization,the public's living environment requirements are also gradually improved,and the comprehensive law enforcement of urban management has become a hot issue in China's urban development.The QC district of QY city has established a district-level comprehensive law enforcement team since 2012,urban Appearance and Order Management Renewed,however,the dilemma of law enforcement has become increasingly prominent,contradictions continue to intensify,the harmony and stability of the society have been adversely affected.How to alleviate serious social contradiction,solve the Difficulties in Practical Work,and establishing a new image of urban management law enforcement team becomes the keys.This paper is divided into six parts,first part of this paper is the introduction,which mainly summarizes and describes the research background and significance of this article in theory and practice,At the same time,the research status at home and abroad is summarized,and the research ideas and methods of this paper are put forward.The part two summarizes the related contents of comprehensive urban management law enforcement from the theoretical aspect,This paper mainly describes the concept of urban management,the connotation of comprehensive urban management law enforcement and the emergence and development of comprehensive urban management law enforcement system,followed by the daily application of laws and regulations of comprehensive urban management law enforcement,and puts forward the theoretical basis of comprehensive urban management law enforcement,including relatively centralized administrative penalty power,the theory of building a service-oriented government,the theory of administration according to law and the theory of street bureaucracy.The third part is to study the current situation of comprehensive enforcement of urban management law in QC District of QY City,these problems include the establishment and functions of the existing comprehensive law enforcement agencies in QC District of QY City,the scope of law enforcement team and the specific measures taken by QC District during the period of "building a national civilized city" in QY City from 2016 to 2017.The fourth part is to analyze the current law enforcement problems of the comprehensive law enforcement team of QC District Urban Management,including different powers and responsibilities,single law enforcement means and serious anti-law phenomenon,the urgent need to strengthen the construction of law enforcement team,inadequate positive public opinion,law enforcement at the end of urban management,deep-seated problems have not been solved.The fifth part introduces the experience of comprehensive law enforcement in some cities at home and abroad.Firstly,it introduces the comprehensive law enforcement mode of urban management in Shunde District.the Comprehensive Law Enforcement Model of Guangling District of Yangzhou City and the Experience of Hong Kong City Management.Then it introduces the experience of comprehensive law enforcement of urban management in some foreign cities,including New York,Singapore,Malaysia and Korea.Finally,the Enlightenment of comprehensive urban management law enforcement at home and abroad to our district is drawn.The sixth part puts forward the introduction of "non-contact law enforcement" system to solve the predicament of comprehensive law enforcement in QC District of QY City,including the first,the definition of "non-contact law enforcement" and the introduction of the definition of "non-contact law enforcement" system and preparatory work.Second,the characteristics of the "non-contact law enforcement" system.Thirdly,the module of"non-contact law enforcement" system includes Street order management module,construction waste transportation management module,illegal construction management module and sewage smuggling management module.Fourth,the details of the "non-contact law enforcement" system are improved,including the supplementary safeguards of the"non-contact law enforcement" system and the details that still need to be coordinated.
