Conference:A Governance In Bureaucracy

This study is mainly based on the township government's conference,focusing on the daily operation of the township government.When the event occurs,staffs' pre-,mid-,and post-participation of the conference,as well as the formal operation at the conference and the informal conference.Paying attention to how the power actually flows under the public space such as the conference during the formal development of the conference.Finally,summarizing the different roles played by the conference mechanism in the practice of the daily operation of the township government.The first is to briefly summarize the number and type of conferences,and pay attention to the types of conferences and the scale of conferences within the township government.The township governments discussed in this study are mainly divided into three parts: township party committee,township people's congress and township government.Therefore,each system has different conference contents.Therefore,the conferences held in an administrative year of Linxiang can be divided into functional conferences and ceremonial conferences according to their role.At the same time,these two types of conferences are divided into endogenous and exogenous targets according to the target attributes.When paying attention to the operation of the conference,in addition to focusing on the content above the conference,it should be noted that the township government has formal communication and informal communication.Communication of many events will take place in private,face-to-face informal situations.After the results are obtained,they will be put on the formal occasion of the conference to be made public.So in addition to how the "surface" of formalizing power over the conference works,it also pays attention to how the “inside” of the preparatory work done before the conference and the informal communication process between the conferences works.At the same time,it should be noted that since an occasion such as a conference wants to achieve its purpose within the bureaucracy system,it is bound to form a powerstructure to implement its original intention.Therefore,the spatial order of the participants in the conference,the attendance of the participants and the time sequence of the speeches,and the role played by the moderators in the conference.These three aspects will have a great impact on the implementation of actual power.Finally,by examining the mechanism of action of the conference in the operation of the bureaucracy,it can be found that in the practice of the conference,the conference,as the carrier of the grassroots government to play its role in governance,mainly showed three important functions: information transmission,administrative decision-making and interest coordination.
