The Research On The Efficiency Of Rural Grassroots Organizations In Xishan Village Of Xinjiang Hami Based On The Work Of "Cadres Station In Villages"

The three agriculture-related issues in China is the fundamental problem of our economic and social development.As the basic leadership in the rural grassroots organizations,the cooperation ability of the village party branch and the village committee has important effect on the rural development.The efficiency is a judgment standard of work efficiency,management efficiency and the social effect for the rural grassroots organizations.Studying and analyzing problems in the development of efficiency,it has practical significance to drive all aspects of rural development,and promote the overall positive operation for rural grassroots organizations.Xinjiang lives a lot of ethnic minorities,so the research on the efficiency construction of rural grassroots organization revealed a more particularity,such as different ethnic customs,culture,religion and so on.In February 2014,the work of "Fang Hui Ju" promotes the continuous improvement and development of rural grassroots organizations in xinjiang.For the moment,the effectiveness level of every rural grassroots organization has tremendous improvement.But it still highlights many problems.Discovering and summarizing the factors that influence the effectiveness of the new situation,this is of positive significance to the establishment and improvement of the performance evaluation index system of rural grassroots organizations in Xinjiang.So it is necessary to study the problem of grassroots organization effectiveness in rural areas of Xinjiang.Referring to the related literature and combing the latest domestic and foreign researches,the paper has carried on the questionnaire survey to the four administrative villages in Xishan.The investigation object is the villagers,village cadres,members of "Fang Hui Ju".Adopted the method of questionnaire and interview,this paper analyzes the influence of west rural rural grassroots influence factors of organizational effectiveness,and then sums up the western rural problems of rural grassroots organizations construction:the age of the village cadre is serious and the level of education is not high;there is a bias in the idea of the villagers,and the participation in consciousness is not strong;the basic organization of the organization and the coordination capability is insufficient and the implementation has difficulty;inadequate management system at the grass-roots level and insufficient supervision;the local government's guidance on rural grassroots organizations is weakening,and the guidance is weak;low pay and lack of effective incentives.At last,according to the above three point of view,the paper puts forward feasible suggestions.The article is composed of eight chapters.The paper first introduces the current research status about the rural grassroots organization construction at home and abroad,and emphatically summarizes the situation of rural grassroots organizations' efficiency and construction about four administrative villages of Xishan.Secondly,according to the result of quantitative analysis,it finds that personal factors of village cadres in work more influence on rural grassroots level;For the villagers,according to the satisfaction survey of the work,management and social effect to the rural grassroots organizations,it easily finds the problems existing in the effectiveness construction of grassroots organization;Through interviewing,it further supplements problems which using the questionnaire does not reflect.According to the above analysis,the paper sums up the problems which rural grassroots organizations construction in four administrative villages are faced with,so as to put forward the corresponding measures and suggestions.The research hopes to improve the effectiveness evaluation system of rural grass-roots organizations and provide references for other domestic ethnic minority areas in the aspects of rural grassroots organizations.
