As a hub between the Party and women,the Women's Federation is the foundation of the national social pillar and plays an important role in innovating national governance and maintaining social harmony and stability.The grass-roots organizations of women's federations have always been the key weak link in women's federations,and their organizational functions are the key to the effectiveness of social governance.In the new period of social transformation,the Party Central Committee has made institutional arrangements for the reform of mass organizations,and made clear how to strengthen the grass-roots organization construction of women's federations.For the grass-roots organizations of women's federations,which are in the special position of combining politics with mass character and have very special functions in social activities,how to adapt to the new situation and development needs,better participate in social governance and meet women's needs has become a practical problem to test the work of women's federations in the new era.Under this realistic background,the author takes the practice of women's Federation grass-roots organizations in social governance as a foothold,and makes full use of the methods of literature research and investigation.On the basis of the theory of women's Federation participating in social governance,taking the women's Federation of G Province as an example,this paper tries to know the basic situation of women's Federation participating in social governance,analyze its experience and problems,and explore the logic of action taken in social governance according to reality.From the analysis of grass-roots organizations in the process of social governance practice,we can see that the main problems of women's federations in social governance practice are the lack of independence of women's federations themselves,the lack of innovation and professionalism of women cadres in social governance,and the lack of long-term working mechanism.The main reasons are the conflict between the official and social functions of the women's federation,the inconsistency of the quality and quantity of the women's Federation cadres,the insufficiency of the ability of co-operation and co-governance and the weakness of the ability of integrating resources.This paper finds that the strategy adopted by women's federations in dealing with the dilemma of dual legitimacy is based on the positioning of the pivotal subject and participation in social governance in an equal and cooperative capacity.Its behavioral logic is: in the process of participating in social governance,it responds dynamically to the institutional environment and governs together with multi-governance subjects with equal and mutually beneficial status.At the same time,in the micro-construction of social governance,self-innovation is the guide.This paper holds that the behavioral logic of women's Federation organizations should be implemented from the aspects of rationalizing relations,borrowing power and integrating resources,giving full play to the main role of social governance,enhancing the professionalism of serving the masses,and gradually improving and innovating the development of organizations.
