Study On The Problems Of Community Social Organizations Participating In Community Governance In Tianjin

The community is the basic building block of today's society,and it is also the place where the most close contact with every citizen in daily life.At the same time,the community as the grassroots unit of governance is also the basic interface between the state and the people for interaction and exchange.Community governance is not only the grassroots carrier of social governance,but also the basic link and important grasp of state governance.The community bridges the link between government,society and citizens and can effectively assume some of the functions of government and social transfer.The report of the 19 th National Congress stated that "we must strengthen the construction of the community governance system,promote the focus of social governance to the grassroots level,and play the role of social organization." It can be seen that social organizations have been placed at the strategic height of the state governance body by the party and the government,and community social organizations.As an important governance subject active in the community,it integrates community resources with its unique advantages,solves the shortage of community governance resources,mobilizes community residents,promotes residents' active participation in community affairs,realizes community autonomy,enhances community cohesion,and promotes community harmony and stability.Playing an active role has become an indispensable organizational form for promoting community building and development and the daily lives of residents.This paper comprehensively uses the literature analysis method,the field research method,the questionnaire survey method and the interview method to study the participation of community social organizations in Tianjin in community governance.Firstly,the concept of community social organization and community governance was clarified and the theoretical foundation governance theory and civil society theory applied were elaborated.Secondly,through reviewing relevant literatures,the status quo of community social organizations participating in community governance in Tianjin was reviewed,including the overview,main practices and achievements of community social organizations participating in community governance.And select the Heping District as the object of investigation,summarizing the basic situation and practice of the development of community social organizations in Heping District,using the questionnaire method for the community residents of Heping District,and using the interview method for some community social organization staff in Heping District.Understand the basic situation of community social organizations and some problems that community social organizations have in participating in community governance.Based on the summary analysis of the survey results,the main problems are the lack of resources for community socialorganizations,low social recognition,unbalanced development and inactive participation of residents.In this regard,this paper summarizes and analyzes the practical experience of community social organizations participating in community governance at home and abroad,which provides a new perspective and useful reference for Tianjin community social organizations to participate in community governance.On the basis of this,based on the existing problems and some suggestions of the respondents,the suggestions for improving the community social organizations in Tianjin to participate in community governance are as follows: establishing the operation mode of multi-subject interaction and cooperation;Optimize the development environment of current community social organizations;strengthen the capacity building of community social organizations;explore the long-term mechanism of community social organizations to participate in community governance,with a view to providing reference for the practice of Tianjin community social organizations after participating in community governance.
