Till of the end of December2011, the total number of Internet users inChina has reached513million. There are55.8million new Internet users duringthe year. Internet penetration rate have increased by four percentages, reaching38.3%. The Internet is making a profound impact on the socio-economic,socio-cultural and political life over world. From the beginning of21st century,public interest self-organizations that based on internet have emerged inabundance and they have attracted a large number of members of society. Thosewho take part in those organizations also benefit a lot from public interestactivities. Meanwhile, those public interest self-organizations are also facingmany problems and difficulties during their development.This article does a case study on a typical representation of thenetwork-based public interest self-organization–Harbin Volunteer Alliances. Toconduct feasibility studies with the related theory of domestic and foreign, In thefourth chapter of the comb network public service organization face a commonproblem: lack of legal status; lack of fund resources; loss of team members; lackof enough publicity; poor internal managements; Lack of effective supervision,and incentives. The Government has not attached great importance to theseproblems and they should establish the guiding mechanism for them. In ChapterV of the following responses: this mechanism should make all levels ofgovernment, the Communist Youth League and the Youth Federation the mainpart of guidance. The government should publish policies and regulations toencourage the development of the network-based public self-organizations. Theyalso improve the evaluation system, establish financial support measures toimprove resource allocation, provide guides to improve the scientificmanagement methods. All of the measures are aimed to make the network-basedpublic interest organization develop normally and orderly. This will alsoaccelerate the public administration innovations in China.
