Study On The Social Mobilization Mechanism In Rural Precision Poverty Alleviation

The party and the state pay great attention to the rural precision poverty alleviation.In2013,the general secretary of Xi Jinping put forward the strategy of anti-poverty for the first time,which is the new period and the new stage is in line with the national conditions of our country.Since the founding of the Party,the general secretary of Xi Jinping has called for the mobilization of all-party and all-round social forces to stick to the precise poverty reduction and to eradicate poverty.The State Council,after giving a notice to the State Council,once again called on the whole society to participate in the work of precision poverty alleviation and the integration of social forces into the accurate poverty reduction in the rural areas,so that the social mobilization is an important position in the work of precision poverty reduction,especially in the rural precision poverty reduction.To give full play to the role of social mobilization in the precision poverty reduction,it is necessary to establish a strong The whole society mobilization mechanism,the power and resources of all the parties in the whole society,and the formation of the resultant force,add the tile to the rural precision poverty alleviation.The article mainly studies the role of social mobilization in the process of rural precision poverty alleviation,and combines the research results of domestic and of the relevant concepts in this paper,defines the concepts of precision poverty alleviation,social mobilization and mechanism,and then analyzes the social mobilization theory,the multi-center governance theory and the complex system theory as the basis of the article.The third part studies and analyzes the present situation of social mobilization in rural precision poverty alleviation,mainly based on the multi-case analysis of Zhejiang Province,analyzes and summarizes the role and advantages of social mobilization in the process ofrural precision poverty alleviation.There are: "online and offline" global mobilization,"party and government society" multi-dimensional mobilization,"normal emergency" dynamic mobilization.The fourth part mainly summarizes some problems and shortcomings of social mobilization in rural accurate poverty alleviation.The main problems are as follows: first,the subject of social mobilization is pluralistic,the interest demand is pluralistic,and the communication between subjects is very little,which leads to the dispersion of the power of the subject of social mobilization;Second,in the process of social mobilization for accurate poverty alleviation,it is difficult to identify the poor households and locate the causes of poverty,so the word "precision" can not be accurately grasped,and the right medicine can not be achieved in the process of poverty alleviation.Third,in the process of accurate poverty alleviation in rural areas,there are deficiencies in the way of social mobilization,and the way of decision-making is not democratic enough;fourth,Due to the complexity and difficulty of poverty alleviation,there is a lack of corresponding supervision and management mechanism when social mobilization is used to carry out accurate poverty alleviation in rural areas,which leads to a lot of irregular phenomena.Fifth,in the social mobilization of rural accurate poverty alleviation,there are some problems,such as the lack of specialized laws and local laws and regulations.The fifth part puts forward some suggestions on establishing and perfecting the social mobilization mechanism in rural accurate poverty alleviation.This paper mainly puts forward some suggestions on the construction of social mobilization mechanism from five aspects: perfecting the coordination mechanism of mobilization subject,establishing the precision mechanism of mobilization direction,constructing the innovation mechanism of mobilization method,strengthening the evaluation mechanism of mobilization performance and perfecting the mechanism of legal guarantee of mobilization.First of all,the establishment of cooperation and coordination mechanism between social mobilization subjects,the establishment of government departments and levels of cooperation mechanism,the establishment of consensus consultation mechanism among social mobilization subjects,the establishment of a cooperation and coordination mechanism torally the main force of social mobilization;Secondly,the poor households are accurately identified and accurately positioned as the causes of poverty.Poor households lack what to give,"the right medicine";Thirdly,we should improve the construction of the platform for the participation of social mobilization subjects,use the Internet and new technologies to carry out accurate poverty alleviation in rural areas,expand the scope of government purchasing services,transform a single poverty alleviation into a public welfare cluster,and improve the democratic decision-making mechanism of social mobilization.Innovating the way of social mobilization in rural accurate poverty alleviation;Furthermore,the establishment and improvement of supervision and management,performance management mechanism and incentive mechanism to ensure the quality of accurate poverty alleviation work in rural areas;Finally,special laws and local laws and regulations are
