Research On Relocation For Poverty Alleviation From The Perspective Of Mobilization Governance

Under the current background of Accurate Poverty Alleviation,the Relocation Policy for Poverty Alleviation is an important way to get rid of poverty,and it is one of the contents of the "five batches" project in the fight against poverty.In the course of practice,although the Relocation for Poverty Alleviation has achieved significant milestones,it has also exposed many problems,such as policy planning and implementation deviations,insufficient propaganda and mobilization,quick-success ideological problems,rural elite capture and governance problems in grassroots and immigration.It is difficult to sustain development issues.These dilemmas are inseparable from the mobilization tasks and mobilization models of the country's“time tight,heavy task,and difficult".As an organizational behavior,government plays the main role in the Relocation for Poverty Alleviation.In practice,economic efficiency has been paid too much attention.It is less examined from the perspective of governance and ignores its social benefits in grassroots governance.The existing research gives some explanations of economic significance and political value form for the the relocation policy for poverty alleviation,but it uses less social governance theory to explain the practice in reality,and lacks the study of the whole process of governance through the concept of governance.Based on this,this paper introduces the perspective of mobilization governance,based on field research and the administrative logic to see the planning,implementation and follow-up development of the relocation project in Guangxi.Then it tries to deal with grassroots governance.Connected together,in order to bridge the gap created by the national policy in the local community.Based on the mobilization process,mobilization strategy and mobilization goal,this paper analyzes the characteristics of "mobilization governance" in the government governance strategy of the Relocation for Poverty Alleviation work,and then explains the planned changes included in this operation process.The administrative system absorbs two operational logics of the society to establish a logical basis for the study of the relocation of poverty alleviation.Then a sample of the empirical cases of G City in Guangxi was introduced.By analyzing the status quo of the resettlement and resettlement of this city,the government implementation mechanism,the governance effect,and the governance dilemma,the corresponding governance optimization path was proposed.In the process of lowering the political will of the government,it is faced with the game between various stakeholders.Over-reliance on mobilization will make it difficult to relocate the policy for poverty alleviation.There are conflicts between the conclusions,the contradictions within the government implementation mechanism,the governance behaviors at the grassroots level,and the logic of the local society.To breakthrough the practical limits of mobilizing governance,the transformation of governance methods in grassroots practice should be based on reactive governance,informal governance,long-term governance,etc.
