Research On The Evaluation System Of Public Spirit In The Construction Community

It is said in the report of the 19th National Congress of the Communist Party of China that establishing a social governance model based on collaboration,participation,and common interests.We will step up institution building in social governance and improve the law-based social governance model under which Party committees exercise leadership,government assumes responsibility,non-governmental actors provide assistance,and the public get involved.We will strengthen public participation and rule of law in social governance,and make such governance smarter and more specialized.As we all know,community is the cornerstone of social governance,the improvement of the ability of community governance promotes the improvement of social governance,what is more,the public spirit is the spiritual strength to promote the ability of community governance,so the public spirit is an important driving force for social harmony.In a world,it is of great significance to construct the evaluation system of the public spirit,the evaluation system of the public spirit measures public spirit,in order to promote the cultivation of public spirit.The value of public spirit in community construction is the premise of constructing public spirit evaluation system,the both are accompanied by the development of society,and have a very close relation.On the one hand,the cultivation of public spirit is the core of community construction,on the other hand,community is the realistic carrier of public spirit cultivation.Besides,the public spirit of community is a force to enhance social governance capacity and integrate community cohesion.There is a profound theoretical foundation for constructing public spirit evaluation system in community.First,the thoughts of the joint community,belief community and the national community is an useful reference for the study of the idea of the community.Second,through the study of western scholars,we can sort out the process of modernization of the community from the tradition to the modern,and the public spirit from spontaneous to conscious.Third,Chinese ancient thoughts of the community,such as family community,community of harmonious and community of interests.Finally,In the new era of Xi,the sharing of party and government in the thoughts of social governance with Chinese characteristics is in line with the correct guiding ideology of China.The principle of value orientation,participation,subjectivity,scientific and practical are expounded from the perspective of philosophy,which forms the basic principle of the construction of community public spirit evaluation system.The main contradictory changes in our society in the new era,requires the construction of community to reaffirm the public spirit value that includes democracy and rule by law,justice and equality,communal participation,accountability,harmony with neighbors,faithful and maximizing mutual benefit.It is also the primary index of community public spirit evaluation system based on the characteristics of public spirit and community,on the basis of the first level index,further elaborates the content contained in each level index,and establishes the secondary indicators includes 19,and the third level indexes includes 77.Each indicator represents one aspect of the public spirit,which closely combines to form the community public spirit evaluation system,and makes relative reference to the cultivation of public spirit.
