Research On Improving China's Internet Governance System

Since its birth the Internet has been increasingly integrated with our lives,driving the rapid development of social productivity and profoundly affecting global politics,economy,culture,society and people's lives.In recent years,China's network construction has developed rapidly,from the former followers to now can lead the trend in some fields,the achievements are very gratifying.The rapid development of sharing economy,Internet travel,e-commerce,intelligent manufacturing,Internet of things and other related industries shows that the Internet has become deeply integrated with our production and life,and has become an indispensable part of people's life,economy and social operation.The vigorous development of China's Internet industry has also exposed some problems.For example,there is still room for false and harmful information on the Internet and it affects people's lives.Network security and personal information of citizens are not well protected.Internet rights and interests such as intellectual property rights are not well protected.From the perspective of governance,various phenomena show that China's network governance system still needs to be improved.The rule of law is still incomplete,the government's ability to manage and respond to the Internet is still inadequate,the power to participate in network governance is still weak,and the methods and experience of network governance are still inadequate.It is necessary to promote the construction of Internet governance system.This is also a crucial stage of China's reform,industrial transformation and upgrading period of the inevitable requirements.This paper firstly analyzes the current situation of Internet infrastructure construction and network governance in China,and then introduces the connotation of Internet governance system.Then,problems and causes of the current Internet governance system in China are sorted out and analyzed,which are mainly introduced from four aspects:legal system construction,network security and informatization,content management and government management.Finally,it puts forward countermeasures and Suggestions to improve the construction of interconnection governance system.First,it improves the system and mechanism of government management.Second,build a good image of the government and improve the ability to handle public opinion;Third,improve the Internet legal system;Fourth,improve the network infrastructure,do a good job in network information personnel training;Fifth,build a good network culture.These five measures are put forward to address the deficiencies in China's current network governance system and the transformation of functions and roles that the government should take in improving the network governance system.In promoting the modernization of Internet governance,the government should pay great attention to by means of market management system and mechanism innovation,strengthen cooperation,the introduction of the third party organization,focus on the rule of law,infrastructure construction,personnel training and the introduction and construction of their own credibility and reduce presence,do more fundamental and long-term work,build a harmonious and stable,orderly and dynamic network space,provide strong support for economic and social development.At the same time,various industrial organizations,enterprises,individuals and other social forces should be brought together to build a network governance system,constantly enrich governance experience and methods,and constantly innovate to cope with new problems and challenges in the process of network development.
