Research On Local Government's Response To Network Public Opinion On Emergencies

With China's society entering the Internet era,the Internet has become the main channel of information dissemination and public opinion exchange.Everyone who knows the Internet has a microphone in their hands and can express their opinions on hot issues on the Internet.The Internet is also known as the “fourth media”,especially for the past few years,the development of mobile Internet has further accelerated the spread of information and speed,amplified the impact of unexpected events on social development and people's lives,but also to the breeding of network rumors to provide soil,lawless elements and hostile forces to create chaos.It disturbs social order.Emergency events have the characteristics of sudden,uncertainty and crowds,once the formation of online public opinion can erupt in a relatively short period of time,thus bringing greater pressure to the local government response work,and seriously affecting social stability.Local government is the first responding agency to emergencies,which plays a key role in dealing with emergencies and the network public opinion caused by them.Therefore,how to deal with the network public opinion in emergencies scientifically and effectively,give full play to the positive role of network public opinion,and eliminate its negative impact to the greatest extent,is a major problem that the local government must solve.On the basis of “gatekeeper” theory,life cycle theory,crisis management theory and so on,this paper takes the fall of student in Luxian County,Sichuan Province as a case study,and takes the “Research on Local Government's Response to Network Public Opinion on Emergencies” as the research object,searches for the evolution law and stage characteristics of network public opinion,and analyzes the local government's response to public opinion in this event.In view of the shortcomings of local governments in dealing with emergencies in the network public opinion,and then put forward some valuable suggestions.This paper is composed of five parts.The first part mainly introduces the background and significance of this study,research status at home and abroad,research ideas and methods.The second part expounds the related concepts and theoretical basis of the network public opinion response to emergencies.The third part analyzes the case of network public opinion response to the student crash in Luxian County,Sichuan Province,and analyzes the experience and lessons in response work.The fourth part further analyzes the problems and causes of the local government in dealing with the emergencies of network public opinion.The fifth part,combined with the case analysis results,puts forward the countermeasures and suggestions for local governments to deal with the network public opinion of emergencies.
