A Study Of Network Public Opinion Strategies For Dealing With Environmental Emergencies By Local Governments

Compared with other emergencies,environmental emergencies are more likely to force a confrontation against the government,and even spread to massive incidents in real society due to the strong relation and actual harmfulness,which have bad effect on the positive image of the government,causing environmental emergencies with more attention by the public,spreading wider and stronger impact force.In the era of booming Internet,when an environmental emergence is reported or uploaded onto the internet and once arise concerns by netizens,the similar reports will spread quickly like a rolling snowball,and finally the incident will turn into the massive internet public opinions.Therefore,the internet public opinions in the terms of environmental emergencies are characterized by explosive spreading,interactive communication and group polarization.This article is studied mainly around the occurrence,development and solutions of internet public opinions related to environmental emergencies,with influences by the factors such as their own characteristics,netizens,medium and opinion leadership as the start.Taking an example of " hazardous chemical leaks emergency incident in the highway of B city",it divides the phase into four evolving processes,namely initial,development,mature and weakening periods,demonstrating phase characteristics with distinctive differences and strong relevance.Adopted document-data method,statistical analysis and case analysis,this study was consulted a large number of related document and authority policy texts to understand researches status quo in both domestic and abroad,laying a theoretical foundation of subject researches.With B city as a case,this paper analyzes advantages and disadvantages of local governments in dealing with network public opinions of environmental emergencies and further explores the effective strategies combined with the present methods adopted by the governments,providing reference to local governments in addressing such problems in the future.
