Agriculture is the foundation of a nation's economy.Thus,to solve the “Three Rural Problems” still remains the top priority of the party and the government.With China's Reform and Opening-up,a series of policies has been adopted to support rural economic development,and the living standards of rural residents has been greatly improved.However,due to the complex historical background of China's "Three Rural Problems" and the state's current national conditions,the life of rural residents in China still needs to be further improved.In order to improve the life quality of rural residents and further enhance rural governance,we should not only respect the dominant role of the government,but also,we need enterprises and social organizations to take part in,to coordinate with each other and to make a kind of joint governance in rural areas.In this way,great improvements on rural governance and construction can be expected and realized.Non-profit organization,as a third party independent of the government and the enterprise,has been playing an assistant role in the rural community governance.Since the advocation of building a service-oriented government,the government's function needs urgent transformation,and accordingly non-profit organizations are expected to play a more important role.Non-profit organizations can serve as a communication channel between rural residents and the government.They can help to promote legal construction,improve public service,reduce the workload of the government,increase administrative efficiency,and buffer conflicts between rural communities and the government.Nevertheless,the participation of non-profit organizations in rural governance is facing various difficulties and challenges.Therefore,to study the role of non-profit organizations in rural governance,recognize the problems and put forward constructive suggestions is not only helpful for the development of non-profit organizations but can also alleviate the problems in rural areas.A number of researches have been done on non-profit organizations' role in rural community governance.Many researchers have put forward relevant countermeasures and plans on how to make better use of non-profit organizations in rural community governance and how to alleviate rural social problems;some other scholars have studied interactions between non-profit organizations and rural communities,analyzed the difficulties encountered by non-profit organizations in rural governance,and put forward feasible suggestions according to the predicaments.Previous studies offer the author a great source of reference for this study.The author selected Panyu District Compulsory Social Work Association in Guangzhou,Guangdong Provinceas an individual case for the study.A questionnaire survey is made on the volunteers of the association participating in local community governance.By analyzing and summarizing the data of visiting records,the difficulties and challenges of non-profit organizations encountered in community governance are revealed,including trust crisis,communication barriers,lack of protection and so on.Taking Panyu Volunteer Association as a representative example,the author investigates the interaction between the non-profit organization and the rural community,illustrates the difficulties and problems met by non-profit organizations,and furtherly reveals the reasons for these problems.The predicaments of NPOs are caused by strong kinship and localism in rural areas,a lack of related laws and regulations,inadequate social credibility of NPOS,and absence or misplacement of service behavior,and on the basis of which,constructive suggestions and relevant countermeasures are put forward.
