Research On The Problems And Countermeasures Of Rural Community Social Organizations Participating In Rural Governance

Since twenty-first Century,No.1 central document has been paying attention to agricultural work in rural areas for 18 years.It highlights the importance of the Central Committee's work on agriculture,rural areas and rural residents in recent years.As one of the main bodies of rural governance,rural community social organizations play an important role in implementing the general requirements of Rural Revitalization Strategy and promoting the modernization of national governance system and governance capacity.The unique role of rural community social organizations is gradually being valued by the state and society.Facing the current dilemmas of low participation enthusiasm,poor organization capacity,low efficiency of public product supply,and imperfect governance system,the academic circles have given a plan for multiple subjects to participate in rural governance.The participation of the rural community social organizations will help to modernize the rural governance system and governance capabilities,and thus promote the overall revitalization of the countryside.The rural community social organizations play an so important role in the practical governance of rural areas that they can make themselves develop rapidly with the strong support of national policies.In the process of combing the academic literature in domestic and foreign academic circles on rural community social organizations participating in rural governance,this paper analysis the effectiveness,predicament and reasons of F village community social organizations participating in rural governance in Chongqing by the help of Social Capital Theory,Government Failure Theory,and Social Co-goverrnance Theory.According to the research,it is concluded that the participation of community social organizations in village F in Chongqing mainly relies on building a stable trust relationship with villagers.By participating i rural economic construction,providing cultural products with services and joining in rural social assistance,it can support the healthy development of rural economy,construct the rural civilized atmosphere and to some extent supplement the supply gap of public services effectively.However,what cannot be ignored is that there are many problems in the practice of rural community social organizations' participation in rural governance,such as the inconsistent effect,the lack of self-construction strength,the poor effect of participation in rural governance,the insufficient of government support,and the weak sense of social identity.This is mainly contribute to the lag of the system construction of rural community social organizations' participation in governance,the excessive reliance on leaders and the unchanged ideas of participating in governance.The author thinks that the suggestions for rural community social organizations to participate in rural governance need to work hard in terms of enhancing their own ability,making use of their resource advantages,creating a good external environment,and strengthening the governing support and supervision.It is hoped that under the joint efforts of the government,citizens,social organizations and other social forces,an increasingly perfect rural governance system will be built,and social governance capabilities will be enhanced.It is beneficial to inspire the ways that rural community social organizations in other regions participate in rural governance.
