With the further development of the market economy and the enhanced mobility of talents,the traditional personnel management has been unable to adapt to the needs of the current talent development space.The original personnel archive management system has not been able to meet the requirements of personnel flow on the archives.The purpose of this study is to innovate the public service mode of personnel archive management for floating personnel,to provide a decision-making benchmark for Qinhuangdao to carry out the work in strengthening the city with talents and to build a strong coastal economic development city in the coordinative development process of Beijing,Tianjin and Hebei.On the basis of defining the related concepts such as floating personnel and personnel archive management,this paper takes the new public service theory and the personnel archive information management theory as the theoretical guidance of the study,uses the literature research method,the investigation method and the interview method,and searching the related scholar's theoretical perspective and other relevant cutting-edge information.The investigation results show that the main problems in the personnel file management of mobile personnel in Qinhuangdao City are that the organization and function coordination are not ideal,the archival materials are not collected in time,the personnel files are separated,and the information level is not high.Through investigation and research,we can find that the main reason for these problems lies in outdated management philosophy,backward legislation,and insufficient standardization.On the basis of theoretical guidance and realistic analysis,the paper proposes ways and means to solve these problems.The first is to strengthen the construction of the legal system,and to make authoritative regulations on the positioning,functions,institutions and personnel of archival work.Secondly,scientifically set up files.The management organization,and clearly divide the working relationship between the departments,strengthen communication between departments.Once again,strengthen the electronic information construction of personnel files,overcome difficulties,increase the input of human,material,and financial resources,improve work efficiency,and make information construction aims to serve the transformation of functions such as the government.At the same time,it is also necessary to formulate a unified working personnel management system for mobile personnel,formulate rules and regulations,standardize business processes,stimulate the work exploration and innovation spirit of archive management personnel,and improve work enthusiasm and initiative.
