Optimization Of Government Regulatory Functions Under The Service-oriented Government

The trend of government reform has spread across the globe.The West has launched a new public management campaign that emphasizes service and customer orientation.China is also gradually exploring the direction of government reform and governance.The party and the government have put forward the requirements for building a service-oriented government.The inspection and quarantine institutions have taken measures such as promoting trade facilitation and simplifying administration and decentralization as the main practice direction of building a service-oriented government.However,as a law enforcement agency,the inspection and quarantine institutions mainly display the regulatory attributes.In practice,the exercise of regulatory functions inevitably affects trade facilitation.The conflicts between services and regulations bring the dilemma to the inspection and quarantine institutions.In the research process of this paper,we use text research,comparative research and case study methods to sort out the evolution process of China's inspection and quarantine function.We start with the dilemma of the service-oriented government construction of the inspection and quarantine institutions,bridging the contradiction between service and regulation of inspection and quarantine institutions after analysis.Drawing on the experience of foreign inspection and quarantine agencies,we will give five performance strategies,such as correct understanding of the relationship between service and regulation,establish and improve the system of laws and standards,improvement of governance system,optimization of supervision mode and improvement of electronic information technology.In the construction of service-oriented government,regulatory institutions should adopt the principle of good regulation and achieve the purpose of regulation through service means,which not only improves the efficiency of regulation,but also satisfies the administrative actors.
