The official reception is a reception for the completion of official activities between the superior or subordinate organizations and between the parallel organizations,and plays an important role in the administrative work of our country.Since the implementation of the "Eight Central provisions" and the reform of the government cars,the official reception reform has achieved remarkable results.The"three public fee"(public spending on government cars?overseas trips and official receptions)funds have been declining year by year,official reception and official vehicles have been gradually standardized,but in the S city,after the reform,the official reception still has many problems,such as weak reception workforce,low reception service level and low efficiency of fund use.The main reason is that the ownership of the reception base has not been clear,the vitality of the reception staff has not been stimulated,the reception mechanism is not smooth,and the reception market is not active.The reason is that the momentum is not strong and the budget work needs to be improved.The introduction of service outsourcing in the official reception can optimize the use of government resources and reduce the corresponding cost expenditures.It will help to compensate for the shortcomings of the internal staff of the government,overcome the ageing of the internal staff of the government,and the backwardness of the knowledge structure,which will help the government to obtain the latest information.Service skills and related technologies to improve service quality and improve service performance.This paper takes S-city official reception as the research object,analyzes the research reception process and its optimization path,and explores the various aspects or contents in public reception under the premise of meeting the relevant provisions of the central eight regulations and the experience of public service outsourcing.Using a variety of outsourcing models to further optimize the official reception resources,reduce the official reception costs,optimize the reception staff,and improve the quality of official reception.Through the analysis of the reception practice of S city,the feasibility of official reception,which provides ideas for further reform of official reception in other parts of China.This paper demonstrates that the outsourcing has a realistic basis from the perspective of policy environment support.It can outsource the reception staff through streamlining institutions,personnel agency,labor dispatch,etc.The reception accommodation,official cars and other resources in the official reception can be Outsourcing by means of market leasing or reformed through investment..The implementation of service outsourcing can effectively solve the problems existing in the current official reception,but it also faces the risk of generating rent-seeking space and etc,and needs to take effective measures to prevent them.
