Influence Factors Research Of Public Crisis Management Effectiveness From The Perspective Of Cooperation Between Government Departments

With the development of society,there are more and more social risks,and any shortcomings may lead to a large burst of social risks.As a vital part of the public safety field,improving the effectiveness of public crisis management has become an important issue in ensuring the public safety.And as the leader and core subject of public crisis management,the government needs to rely on multi-sector cooperation to effectively solve public crises in the process of public crisis management.However,the growing number of public crisis events in recent years has exposed the government’s problems in the process of public crisis management and the behavioral biases exist among the government departments,including lack of coordination,shirking responsibility and even forming a conspiracy affect the effectiveness of public crisis management to some extent.For this reason,the subject of how to improve the effectiveness of public crisis management has become an important yet difficult problem to be solved in the field of public safety.This thesis aims to analyze the factors that influence the effectiveness of public crisis management from the perspective of the govemmenfs inter-department cooperation,and to provide some new ideas for improving the effectiveness of public crisis management.With the 24 cases of public crisis events in recent years,the author defines the success or failure of the public crisis management as result variables and summarizes three dimensions,including the subject dimension,the relation dimension and the environment dimension and seven conditional variables,containing non-negligence of duty,non-rent-seeking,information disclosure,region,commands from the upper government,attention of the mainstream media and the public participation with literature review and the past experience.Tlirough the clear set Qualitative comparative Analysis(csQCA),the combinatorial path of the factors that influence the effectiveness of public crisis management and the main reasons that result in the success or failure of public crisis events are found.From the analysis,the inherent law of how the government’s inter-department cooperation deals with different public crises can be drawn,and also the research paradox is found,the reason for which is because there are more important factors that determine the success or failure of crisis management.Besides,it can be seen that the cooperation between government departments is interlocked.Whether the negligence of duty and the rent-seeking of government departments,or the government departments!keeping information private,or the unfulfillment of the external supervision affects the ultimate effectiveness of crisis management.Finally,the thesis gives some suggestion for improving the effectiveness of public crisis management,including strengthening the internal supervision management and improving the constraint system,improving the accuracy of commands and clarifying the post responsibility,strengthening the information disclosure and enhancing the effectiveness of public participation,etc.
