Study On Land Reserve Management In Foshan

The establishment of the first land reserve management institution in Shanghai in 1996 marked the first trial implementation of land reserve management.As an effective means of public management,land reserve management played its role in the government's macro-control of the socialist market economy,promoting the steady development of society,optimizing the allocation of land resources and improving the potential of land resources.In terms of value and other functions.The land reserve management has been implemented for 21 years recently.Today's society is not what it was.The original local pilot is to solve the longstanding problem of land use which has been no compensation,no time limit and no circulation in the process of planned economy to market economy,is to improve the low-efficiency of land use and raise the price of land transfer.However,with the development of the society,the current land reserve management gradually lags behind the development of the times,and exposes new problems,such as the unclear administrative nature of land reserve management,lack of support from relevant laws and regulations;the unclear legal authority leads to the unclear nature and responsibilities of land reserve management institutions;In the process of land reserve management,the core links such as land storage,transfer and pricing compensation are confused,which leads to the flexibility of local government law enforcement and power corruption;the improper process is mainly due to the lack of perfect procedures for land reserve management,which makes the legitimacy of land reserve management greatly questioned.These problems lead to the difficulty of land reserve management in practice,hinder the development of social economy and affect the authority of the government.Based on the experience of land reserve management both at home and abroad,this paper extensively collects relevant documents and materials on land reserve management,systematically studies the achievements and problems in the process of land reserve management in Foshan City from both theoretical and practical aspects,analyzes the causes of the problems,and try to seek new ideas for improvement and development.The article consists of six parts: The first part is the introduction of the article,which puts forward the background and significance of the article,and expounds the theoretical research at home and abroad,and puts forward the unique innovation of this article.The second part introduces the conceptions and basic principles of l,expounds the theoretical basis of land reserve management,and puts forward the necessity and significance of land reserve management.The third part firstly lists and analyzes land reserve management background and effectiveness of land reserve management in several typical countries,such as the Netherlands which established land reserve system because of population expansion,Switzerland which promoted the land reserve system in order to retain talents because of mass migration,France which urgently needed to develop after war.This paper analyzes the existing land reserve management in China,expounds respectively the land reserve management in the three major cities of China: Shanghai(the market-oriented management),Hangzhou(the government-oriented management)and Wuhan(combined with the administrative guidance and market operation),and analyzes the historical background of its establishment and the advanced indication it brings.The fourth part elaborates the operation of land reserve management of Foshan city and its achievement in the past 20 years.The fifth part point out the problem of land reserve management in Foshan city and analyzes its main reasons with advanced angle.The sixth part puts forward corresponding suggestions for improvement and of reserve management analysis Foshan City's land reserve system problems and learn from the relevant experiences and advanced systems at home and abroad.
