Study On The Current Situation And Operating Mechanism Of The Land Reserve System

Emerged in the land use reformation, the land market development and state-owned enterprises reformation, Land Reserve System is an innovation of urban land system, which aims at Vitalization the urban stock and sustainable development of land. The establishment of Land Reserve System plays a critical role in regulating and cultivating land market, enlarging financial revenue and promoting reasonable, actualization of urban planning.However, because the establishment of the Land Reserve System in our country is relatively late, and is still at an initial stage, as new things, the study on land reserve system is at the stage of exploring, no matter in theory or in practice, and there is no mature theoretical system accorded with the national conditions of our country yet. This paper begins with our country's conditions, fully draws lessons from the theory and practice of domestic and international relevant land reserve, comprehensively analyzes the operating mechanism of the land reserve, put forward the positive and feasible suggestion, which promises to provide a reasonable direction for the development of the land reserve system.At first this paper puts forward the intension and theoretical foundation of the land reserve system, and expatiates the intension, the necessity and feasibility, and meaning of the setting-up of the Land Reserve System, then analyses the current situation of the domestic and international land reserve in term of relatively studying, summarize and refine out the operation mode of our national land reserve based on the urban land reserve practice ; brings forward a marketable and pluralistic financing channel , and pertinently analyzes the application of securitization of the land in the land reserve system. Based on systematical analysis of land risk types, the author proposes the treatment and precaution tactics of the risk. Finally the author presents the existing problems of the reserve mechanism at the present stage, puts forward the idea to perfect the land reserve system of our country, and anticipates the development of the land reserve system.
