The problem of difficult service of the basic court has a long history in our country,which affects the efficiency of the trial seriously to some extent.This problem is the result of the comprehensive action of economy,society and legal system.Although all kinds of scholars in China's jurisprudence have made a lot of comments on the problem of difficult service,the service system has not received any real attention due to the lag of China's legal revision and various restrictions of judicial practice.Although the new civil procedure law has revised the service system,it is still too simple and general and lacks operability.On the surface,civil service is a simple administrative work of the court,but in fact it is the bridge and link between the various aspects of civil litigation.Huge grass-roots court system in our country,the civil case delivery status worrying,because the grass-roots court has its special status,most of the grass-roots court face huge pressure,less people "case" one-sided pursuit of level,delivery personnel overall quality is not high,the civil service system is imperfect,combined with the rapid development will bring a series of problems cannot be resolved in the short term factors,such as natural persons within the jurisdiction of the rural,business personnel at the grass-roots level,legal consciousness is weak,the account is empty,Hushai separation of common,which ran and registered enterprise as a legal person,nearly three years of less developed areas appear the phenomenon such as "demolition tide",As a result,in the civil service process,once the above situation occurs,the plaintiff cannot provide the party's address,and the court cannot find the party through the public security household registration department,how can the service work continue?
