Research On The Peasant Deliberative Democracy Of The Wanbi Township Of Chuxiong Prefecture From The Perspective Of Policy Implementation

The ethnic areas are rich in resources and have a strategic position,but the ethnic composition is diverse and the religious influence is profound.In recent years,with the in-depth development of urbanization and agricultural modernization,the urban and rural grassroots in China's ethnic areas have undergone earth-shaking changes,diversified interests,diversified interests,and severe challenges to grassroots governance.How to guide the interests and maintenance of the masses The harmony and stability of grassroots society has become the top priority of grassroots governance.Under the impetus of innovation grassroots governance,the practice of deliberative democracy.has emerged as the times require,and many forms of practice have emerged.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee has issued the "Opinions on Strengthening the Construction of Socialist Deliberative Democracy" and "Opinions on Strengthening Consultation between Urban and Rural Communities" to provide policy support for grassroots consultation and democracy building.This article takes Wanbi Township's consultation and discussion activities as an example.On the basis of making full use of the literature and materials,we conduct in-depth research in Wanbi Township,combine the logic of China's deliberative democracy,and adopt an analytical framework for policy implementation process to summarize the Wanbi Township grassroots consultation.The main methods of democracy,achievements and shortcomings,and from the four factors affecting policy implementation:policy itself,policy environment,target groups and implementing agencies,analyze the causes of the problem of deliberate democracy at the base of Wanbi Township,and propose to strengthen the grassroots level of Wanbi Township.Countermeasures and suggestions for deliberative democracy construction.According to the research content,the text is divided into five parts:The first part is the grassroots consultation democratic policy and its policy types and attributes.Summarize the policy of grassroots deliberative democracy since the 18th National Congress of the Communist Party of China,analyze the types of policy for grassroots deliberative democracy,and provide a basis for studying grassroots deliberative democracy from the perspective of policy implementation.The second part is the value and goal of deliberative democracy at the base of Wanbi Township.Starting from the function and value of deliberative democracy,this paper explores the necessity of deliberative democracy at the base level of Wanbi Township,and summarizes the objectives of the grassroots deliberative democracy at Wanbi Township.The third part is the status quo of the grass-roots consultation and democracy in Wanbi Township.Summarize the measures taken by Wanbi Township to implement grassroots consultation and democratic policies,achievements and problems.The fourth part is the analysis of the reasons for the negotiation of democracy at the grassroots level in Wanbi Township.From the four factors affecting the implementation of the policy,the reasons for the decision-making democracy at the base level of Wanbi Township are analyzed.The fifth part is to strengthen the countermeasures and suggestions for the grassroots consultation and democracy at Bay Township.According to the problem and the reason,put forward the perfect countermeasures and suggestions.
