A Study On The Contemporary Chinese National Deliberative Democracy

China is a multi-ethnic country with a long history.In this unified family,all nationalities enjoy equal rights.In China,all nationalities form a diversified and integrated pattern.Whether we can handle ethnic issues and coordinate ethnic relations,that is a major issue affecting national unity and social stability.As the unique form and special advantage of China's socialist democratic politics,socialist deliberative democracy plays an important role in promoting the development of China's democratic politics.National deliberative democracy refers to the concrete application of deliberative democracy in dealing with ethnic issues,coordinating ethnic relations and doing ethnic work.When we face the ethnic issues,deliberative democracy can be an important way of dealing these issues.Deliberative democracy can stimulate the enthusiasm of all nationalities to participate in joint consultation,and dealing with the ethnic issues.Not only conducive to extensive use of the deliberative democracy in China,it but also help to effectively expand ways of solving ethnic issues.National deliberative democracy has characteristics of respect for the differences between different nationalities,paying attention to equality among nationalities,pursuing the common interests of them and so on.It is the full embodiment of people as the masters of their own country;and it is an important part of China's socialist deliberative democracy.As an important way for the Communist Party of China to deal with ethnic issues,national deliberative democracy has its realistic system foundation,theory foundation,practice foundation and national foundation.In particular,as one of the basic political system of China,the system of regional ethnic autonomy not only embodies the spirit of national deliberative democracy,but also conforms to the system design of national deliberative democracy.The national deliberative democracy is a realistic choice in line with China's social reality.In the historic course of the contemporary Chinese society,national deliberative democracy has experienced twists and turns,but on the whole,it has been pushed forward,which has made an important contribution to the harmony and stability of the Chinese nation.The Communist Party of China deals with ethnic issues by means of national deliberative democracy,which also explores the theory of national deliberative democracy.The Communist Party of China analyzes the necessity and feasibility of national deliberative democracy,probes into the subject,object and purpose of national deliberative democracy,and puts forward the requirements,principles and methods of national deliberative democracy.To a certain extent,the theory system of national deliberative democracy is formed.At the same time,the Communist Party of China has also used the way of national deliberative democracy to deal with many ethnic issues in contemporary China,such as to resolve conflicts and disputes in national areas,to solve the ethnic issues left over by history,to deal with social reform in national areas,to promote the establishment of national autonomous areas,to promote national economic and social development and so on.It greatly promotes the overall stability and development of Chinese society.Representative events,such as the peaceful liberation of Tibet,Dayaoshan “Unity Convention”,the consultation in the western development,not only help us to understand how to use national deliberative democracy to solve national problems,but also help us to understand the importance of national deliberative democracy in solving the ethnic issues.Although national deliberative democracy has played an active role in the construction of democratic politics and the settlement of ethnic issues in contemporary China,it also has some limitations,such as easy to causing polarization of national group,hard to equal negotiation conditions.Deliberative system is still not perfect.To better promote the development and effectively grasp the development direction of national deliberative democracy,we should crack the limitations of contemporary Chinese national deliberative democracy,form consensus of contemporary Chinese national deliberative democracy theory,and promote the practice of contemporary Chinese national deliberative democracy.
