Study On Rural Grassroots Deymocracy Construction In Ethnicminority Areas

This thesis is based on Marxist democracy and rural grassroots democracy construction in ethnic minority areas,uses literature analysis method,investigation method,qualitative analysis method,starting from Marxist democracy,expounds the existing problems,reasons and suggestions in the rural grassroots democracy construction in Xingan Meng Keyouzhong Banner.The thesis shows that there are many issues in rural democracy building in Xingan Meng Keyouzhong Banner,such as the comprehensive quality of villagers and cadres needs to be improved,rural "two committees" have disharmony relations,village meeting is remained dormant,democratic supervision organism is not perfect and village cadres shortage.Above issues are caused by various reasons,such as economic,social and low.For these issues,Xingan Meng Keyouzhong Banner should consist on the guiding of Marxist democracy,connect with reality,promote people's democracy through the development of inner-party democracy,keep setting up pilot and it's operation,handle the relation of reform and good stability.Xingan Meng Keyouzhong Banner should do follow these ways:handle properly the conflict between rural "two committees";improve the relevant laws and regulation of rural grassroots democracy construction;enhance supervision organism,guarantee the effectiveness of democratic construction;select "student village officials" to work in grassroots units,develop the rural grassroots democracy construction in ethnic minority areas.
