Analysis On The Contract Model Of Government's Purchase Of Home Care Service

With the strong promotion of the central government,local government of each province(municipalitie)has actively explored the purchase of home-based care services and it has been developed rapidly.At present,the government's purchase of public services mainly includes the entrusted purchase model,the formal purchase model and the contract purchase model,the contract purchase model is the mainstream of research and development.This paper uses the literature research method,case analysis method,in-depth interview method,questionnaire survey method and other research methods to realize the current situation of purchase main body,acceptance main body,enjoyment main body and operation of the home-based care service contract model purchased by the government of jiangnan district.From the result we know there are several problems in the quality of purchasing services which do not meet the needs of the elderly,the channels of informed participation of the elderly are not smooth,the mechanism of purchase and operation is insufficient and low level of market competition.The main reasons to the problems include the backward concept of government administration governance,insufficient purchasing power,lagging development of local social organizations and low degree of institutionalization of market operations.In this paper,auther uses the new public management theory and governance theory as the theoretical analysis tools and proposes to establish the model of "support,joint consultation co-construction" government purchase home endowment contract,puts forward the principle of multi-participation,customer first,and orderly competition.The key to establishing the new model is changing the government's concept,and presents a view that three models complement each other,the support model and the joint consultation model are the basis of the co-construction model The establishment of the co-construction model is the ultimate goal of the support model and the joint consultation model.
