As an important component of government functions,social insurance system which aims at resisting the risk of civil society,is the main way to realize the goal of improving people's livelihood.As specific administrative departments for the administration,the serviceability of social insurance agencies is directly related to the running level of social security system.With the sustainable growing number of insured population,social insurance agencies are confronted with higher demands.This paper aims at giving suggestions on how to improve the serviceability of Social Insurance Agencies in Fushun.With the enforcement of<Decisions on the reform of institution functionary endowment pension>put forward by the State Council on January 14th,2015,the scope will be further expanded and efficient and convenient services are urgently demanded.Take basic pension for urban employees as an example,the number has increased from 875,000 to 102,950 from 2010 to 2015.Although social insurance agencies has reduced workload by updating information system and improving infrastructure construction,the serviceability is not satisfying due to the imperfect management system and lagging information.If the situation deteriorates,the development of social security system will be restricted.This paper applies a combination of government performance management together with new public service theory,to analyze the factors that attribute to lack of serviceability of Fushun Social Insurance Agencies,including:being understaffed together with lack of training,poor office conditions and lack of office establishment;defective performance and salary management system;inefficient institutional management system;lagging information construction.Finally,to solve these problems,put forward some countermeasures and suggestions for promoting serviceability of Fushun Social Insurance Agencies,such as establishing dynamic matching mechanism,improving office conditions,introducing performance and salary management system,standardization of work flow.
