At the 16 th National Congress of the CPC,‘Perfecting social security system' has become one of the objectives of building a moderately prosperous society in all respects.In 2020,we will realize the first Centenary Goal,and examine the achievement in development of social insurance that ‘by 2020,the coverage of basic endowment insurance for urban workers and urban and rural residents reaches 90%,and the basic medical insurance rate steadies at more than 95%'.From the fundamental determination of the social security system framework,then to current ‘comprehensive established multi-level social security system',the social insurance is always the principle part of the social security system.Therefore,the social security agencies need to make changes to adapt to the new requirements of social security development.In our country's Pyramid-structured social insurance agency system,the basic-level social security agency,as a ‘foundation base',plays a huge role in stabilizing the whole handling system and its management service capability influences the implementation of social insurance system to a great extent.So it is quite necessary to attach importance to strengthening the management service capability of basic-level social security agencies.The building of management service capability is a set of series actions aims to strengthen management service capability and improve management service level.Based on previous research,this article combined with the new background of institutional reformation and the social public's new demands to the social security agencies,analyzing the deficiency of current basic-level social security agencies in building management service capability,and providing corresponding suggestions,which contributes thoughts to improve basic-level social security agency's capability and handling theory.In the body part of this article,it makes clear of the core concepts involved in the article,which mainly refers to the implications of the research of ‘social insurance',‘basic-level social insurance agency',‘management service capability',etc.It aims to make the research more targeted.During the process of finding all-aspects problems,in-depth analyzing reasons and providing effective countermeasures,‘the new publicmanagement theory',‘the new public service theory'.‘the whole government theory'and both domestic and abroad related researches provide valuable basis.X city is a prefecture-level city in the East,with 17 counties and cities under its jurisdiction.In this study,X city is used as a window from a small view to a large scale,through on-site visits and questionnaire surveys,to understand the situation of local basic-level social security agencies and the achievements and problems in the construction of management service capability.Different from the majority previous research ideas that “management for inside and service for outside",this paper also fully considers internal service and external management in addition to internal management and external service.This paper put forward that X city,in terms of service capacity construction,lack of ‘service' role,lack of service in business process setting,lack of information disclosure capacity building,and neglect of internal service capacity building;In terms of management capacity building,there are some problems,such as lack of internal cohesion,lack of personnel management capacity building,weak internal control building and lack of external "steering" capacity building.The causes of the problems are various,so this paper analyzes and summarizes the deep-level causes of the existing problems from the perspective of personnel,capital,technology,concept and other factors affecting capacity-building.Different from the previous studies which are only focus on internal factors,this paper argues that there are many external constraints that also affect the capacity-building of social security agencies at the basic level,which should be paid attention to.On the basis of investigation and analysis,this paper takes "the whole government" as the theoretical basis,draws lessons from Tom Lin's four dimensions of governance,and puts forward four factors that affect the construction of management and service capacity of grass-roots social security agencies,namely,internal,external,upper and lower dimensions.It proposes to strengthen the establishment of agencies,carry out the construction of "the whole handling management system" of social security,build a comprehensive information system and promote services,and it is suggested to create a better environment for the development of grass-roots social security agencies.The innovation of this paper can be summarized as "based on the present,facing the future".Firstly,capacity building of social security agencies at the grass-roots level should be based on the current environment.Institutional revolution and tax collection are now under transition stage,the agency operates independently,which is the special background needs to be faced and paid attention to by basic-level social insurance agency's management service capability building.Secondly,in terms of facing the future,we should have the overall and development perspective.Although this paper takes the grass-roots social security agencies of X city as the research object,"agency" does not refer to any agency,and the construction of management and service capacity does not end with the improvement of an agency's capacity,but with the construction of an economic system as the goal.At present,in this system,there are both social insurance pension and industrial injury insurance agencies(the social insurance center in charge of the human resources and social security department),as well as medical insurance and maternity agencies(the medical insurance center in charge of the medical insurance Department),and with exploring to break the "departmental barriers" for coordinated development,are the objectives of the construction of the management and service capacity of grass-roots social security agencies.
