Research On Red Site Management From The Perspective Of Public Service

Since the 19th CPC National Congress,the government has strengthened the emphasis on the education of the Party's history.The red culture has increasingly demonstrated its soft-power in commemoration,propaganda,education,and administration in various areas of social development and cultural prosperity.As an important position in the construction of spiritual civilization,How to develop the function of the red ruins in propaganda and education,and achieve its public service function has gradually become the focus of government attention.Red ruins which are widely distributed and have far-reaching significance and value are witnesses of historical events in China.This study starts with the current situation of red site management and summarizes the main problems existing in red site management in China.That is to say,the lack of human resources,material resources and financial resources,as well as the contempt for the protection of the red ruins,led to the serious destruction of the ruins.The idea of developing red ruins is vague and disordered.The services provided by the site venues cannot meet the public's needs.The reasons for the problems in the management of the red ruins are analyzed.First,the law of the management and protection of the red ruins is not sound and the current management and protection measures are not implemented properly,which makes the protection management of the sites disorderly.Second,the overall management thinking is too conservative and antiquated.Third,there is a single source of funds for the special management of red ruins,which leads to great restrictions on the development and management of red ruins and prevents them from making decisions that are more conducive to the protection of the ruins.The conflict of funds is an important shortcoming in the management of red ruins,which directly determines the undesirable management and development status of red ruins,causing problems in the management of red ruins.Taking Changsha city as an example,this paper proposes measures to perfect the management of red ruins.First,multi-angle and multi-media publicity and promotion of the importance of red sites.Secondly,through the introduction of specific laws and regulations and the scientific division of the management rights of red sites in various regions to improve the management policies of red sites and implement the implementation plan.Thirdly,it should integrate with the market,actively attract the participation of the market and private capital,and open a multi-channel source of red heritage management funds.Fourth,scientifically optimize the management concept and mode of red ruins,innovate the management thinking of red ruins,and introduce modern exhibition hall mode for red ruins.Fifth,strengthen the research and publicity of red culture,form the industrial chain of red culture,so as to create the red culture brand with the characteristics of Changsha.By learning the experience of site management at home and abroad and combining scientific theoretical knowledge with practice,the feasibility Suggestions for the management of red sites in Changsha area of China are put forward.Finally,we will seek management countermeasures that are suitable for the local situation of Changsha city and play the role of public service of Changsha red sites.
