Performance assessment is an important means of internal management of the organization.It is the current trend of public management to conduct macro-control according to the feedback of performance assessment results.Performance assessment is not only widely used in the internal management of various types of enterprises,but also widely used in the field of public sector management.A scientifically feasible and effective performance assessment system in the public sector with a high degree of stability can deeply tap internal potential,improve public sector performance,create a good image of the government,and better respond to the needs of the people.After the Supreme People's Court issued the Guiding Opinions on the Conduct of Case Quality Assessment Work in 2011,local courts all over the country followed the direction of the Supreme Law and drafted their own performance evaluation programs based on the case quality evaluation system.The performance assessment plan involves.a large number of trial quality and efficiency indicators.It is intended to evaluate each link of the judge's trial execution activities through the quantitative model of indicators,and the performance of the police officers working in the court for the entire year.However,this kind of assessment method has been questioned in practice.The assessment project in the plan is unreasonable,the indicators are not scientific,and the performance volume can not be accurately identified.As a result,the court police officers have resistance to the performance assessment work and believe that it is a group of laymen who command pedestrians to work.Performance assessment results are only regarded as the basis for the distribution of performance bonuses,as a revenue growth channel.This paper intends to study the current status of the performance assessment of Haikou intermediate people's court in Hainan province,and points out the performance assessment model currently applied by the Institute,that is,quantitative evaluation of the performance of various positions(including judges,judicial assistants,and other speaking police officers).Comprehensive evaluation of the performance of the court police throughout the year.This kind of assessment mode is more objective and more scientific than the traditional assessment mode(only subjective memory)and has a certain positive meaning.But at the same time,there are still some problems over there,such as the unscientific calculation formula of indicators,leakage of assessment modules,and no valid reason to assess feedback results.Based on the practice of the assessment work of the institute in recent years,with the judges in different positions considered,this paper designs an index system that is more in line with the characteristics of the post and the law of trial.
