Establishing a performance appraisal system for judges is an important means for the court to strengthen human resource management and improve the quality of trials,and is also an important support for improving the reform of judicial responsibility regime.Since the mid-to-late 1990 s,performance appraisal has been increasingly developed in the daily management of the courts.It has established a system for assessing the quality of cases in the court and its internal departments.However,the special performance appraisal system for judges has not yet been completely established.With the basic accomplishment of the court staffing reform,internal department reform and case registration reform and effective practice of judicial responsibility regime,it becomes an urgent task for the Intermediate Court of Y City to establish a scientific performance appraisal system for judges to supervise,inspire and restrain them and improve the trail quality and effectiveness,thus realizing social fairness and justice.On the basis of fully investigating the facts of judges’ performance appraisal in the Intermediate Court of Y City,this paper deeply analyzes the problems existed in the performance appraisal work and comprehensively applies the idea of target management,KPI appraisal and overall assessment,etc.to design a reasonable,integrated performance appraisal KPI system for judges,which includes various indicators for general judges as well as leader judges determined via Delphi method and their according weight via Analytic Hierarchy Process.On the basis of such system,this paper develops a complete performance appraisal system for judges from the perspective of organization building,communication,outcome application,information guarantee,which provide a solid systematic support for the judge supervision and trail management for the Intermediate Court of Y City.
