Over the past 40 years of China's education reform,the country has issued hundreds of policy texts related to vocational education.In the process of policy implementation,the main reason for the development differentiation of schools in the same region is the difference in implementation and the lack of implementation.In the introduction part,through the background analysis of yunnan province and kunming city,as well as the theoretical and practical significance of the topic,the research methods,namely literature research method,investigation method and comparative research method,are determined on the basis of literature review and visit survey,and the research ideas are further clarified.This paper studies the implementation of secondary vocational education policy in kunming by using the theoretical model of public policy implementation and Smith model.In kunming,the second part firstly made a analysis of the necessity of the development of secondary vocational education,on the basis of the secondary vocational education in kunming,in order to understand policy execution,find kunming secondary vocational education policies related to text,for kunming secondary vocational education policy implementation status can be measured in reference,and choose the country,can reflect the policy execution in kunming,yunnan province and compares the data of some key parameters,in kunming,yunnan province and the national situation,and situation in yunnan province.In order to further clarify the implementation of secondary vocational education policy in kunming,this paper selected four main urban areas and luquan county of kunming as the research objects,and explained the reasons for the selected samples.By comparing the specialty setting,enrollment number,number of students in school,teachers and so on,it is found that the main reason that affects the enrollment and school development lies in the implementation difference of local government's vocational education policy.Based on the official data and field survey in recent years,the paper concludes the influence of the implementation of secondary vocational education policy on the development of secondary vocational education.The third part,the fourth part and the fifth part,using the Smith model,namely the policy itself,the executing agency target groups,policy implementation and policy implementation of environmental factors on four aspects respectively from different angles analysis research,find problems of kunming city secondary vocational education policy implementation,and analyzes the cause of the policy implementation present situation,concluded that improving the effectiveness of kunming city secondary vocational education policy implementation and countermeasures and Suggestions.In addition,comparing the situation of yunnan province and kunming city in the past two years,it is found that the financial security is still declining despite the insufficient investment in secondary vocational education.
