In our country's modern education system,secondary vocational education,as an important part,not only shoulders the heavy responsibility of training all kinds of highly qualified personnel,but also serves as an important way to promote our country's employment.In recent years,the development of secondary vocational education has been highly valued by the party and the government.It has also gradually aroused the concern of the general public and made positive contributions to improving the quality of workers and promoting social employment.However,under the long-term influence of the traditional educational concept,there is still a huge gap between the status quo of the development of secondary vocational education and its own important status.There are still some problems such as irrational educational structure,unsatisfactory enrollment situation,insufficient attractiveness of vocational education,Lack of quality students and quality teachers and other issues.In order to further promote the development of secondary vocational education,enhance the attractiveness of secondary vocational education and give full play to the important role of secondary vocational education in the construction of all fields in our country,relevant departments in our country have promulgated a free education policy for secondary vocational education.Based on this,this article will deeply study the specific effects of the implementation of the policy on secondary vocational education.In this study,we use the methods of literature research,questionnaire and interview to study the implementation effect of free vocational education policy in Heyuan City.Taking Heyuan Technical College as an example,Aspects of the impact and the attitude of students and their parents were analyzed.The full text is divided into six major parts:The first part mainly elaborates the research background and significance of the research,analyzes and summarizes the domestic and foreign research literature about free education or subsidy policy of secondary vocational education,briefly describes the research content and introduction The second part mainly defines the three concepts of education policy,secondary vocational education and secondary vocational education free policy.It analyzes the theories of public products,Social equity theory and education cost-sharing theory,introduces the origin,development and current situation of free education policy in secondary vocational education in our country.The third part mainly analyzes the main content and implementation of free education policy in secondary vocational education in Heyuan City,Based on the analysis of the current situation of the development of Heyuan University of Science and Technology,conducted a questionnaire survey with Heyuan Technician College as an example,and on the basis of which,we analyzed the changes of relevant conditions of vocational schools after the implementation of the free policy and the attitudes of students and their parents;The implementation of free vocational education policy to a certain extent slow The difficulty of enrollment in vocational colleges,and can solve the problem of poor students financially poor and promote economic development in poor areas,but also pointed out that there are still some problems in the implementation of the policy;the fifth part of the United States and Germany Based on the experience of foreign countries,this paper puts forward corresponding improvement measures and countermeasures for the existing problems in the implementation of free education policy of secondary vocational education in Heyuan City.The sixth part is mainly about the summary of the full text and induction.
