Research On The Takeover And Social Issues Governance Of Jinan City By The Communist Party Of China Around The Founding Of New China

Jinan,located in the central and western part of Shandong Province,is the capital of Shandong Province and the political and cultural center of Shandong.North pass Beijing,Tianjin,and and southern Jiangsu,Zhejiang and Shanghai areas are strategically important.With the continuation of the liberation of cities in Shandong Province,the need for the formation of Jinan and the development of the strategic situation will be met.On September 16,1948,the Battle of Jinan broke out.After eight days and nights of fierce fighting,the Chinese People's Liberation Army laid down Jinan City and captured Wang Yaowu,the commander of the Kuomintang Second Jingjing District,thus turning a new page in the history of Jinan.Jinan is the first provincial capital city liberated by us.Therefore,Jinan's takeover and governance of social problems are of great strategic significance to post-liberated cities throughout the country.Although takeover and social problem governance belong to different problems,they are closely related,and they are connected dynamic processes.Jinan's takeover and social problem governance can be divided into three periods.The first period was after the Anti-Japanese War to September 24,1948.During this period,the CCP did a lot of preliminary work for the liberation of Jinan,such as policy preparation,intelligence investigation,mass mobilization,etc,which laid a solid foundation for the smooth liberation of Jinan.The second period was from the liberation of Jinan to October31,1948.In this period of more than a month,Jinan established the military control committee of the Communist Party of China,which exercised military and administrative powers in a unified manner and allocated human and property in order to ensure the smooth takeover of Jinan municipal government,economy,culture and other departments and industries.The third period was from October 31,1948 to the end of 1952.Under the leadership and instructions of the Central Committee of the Communist Party of China and the East China Bureau,the Jinan Municipal Party Committee and Municipal Government carried out special governance work on urban social issues,and the existence of turbulent people and smoke in the city.The social problems such as poison,scorpion,shackles,and reactionary gates are centrally managed.Jinan's takeover and governance of social problems not only provide a lot of experience and experienced staff for the takeover work of post-liberated cities,but also provide a good social environment for socialist transformation,and provide experience forthe governance of many social problems,which is worthy of our in-depth study and study.
