Research On The Problems And Countermeasures In The Construction Of Emergency Management System In Jinan City

The historical experience teaches us that the emergencies and disaster and crisis in China show high frequency,heavy loss and severe impact.At present,China is in the period of rapid economic development,but the emergency management and safety in production are still facing challenges.The sudden and destructive emergencies with uncertain risks have escalated,and the situation is far more severe and complex than ever before.In the context of changes unseen in a century,the interwoven and overlapping risks of various emergency events have made the situation more complicated.Incidents like "black swan" and "Gray Rhino" are inevitable,and the response to emergencies will be a long-term regular work.Promoting the modernization of the emergency management system proactively has become the only way for high-quality development.All kinds of emergencies have posed huge threats to human lives,and there is also contingencies that are hard to prevent Emergency management is highly relevant to the safety of people’s life and property,social harmony and stability,and the overall economic and social development of the cities.It is urgent to improve the emergency management for the whole society,and promoting the modernization of the national emergency management system proactively has become an arduous task that must complete in the new development period of China.This study adopts interview research method and participatory observation method.Based on the theories,such as collaborative governance theory and holistic government theory,the on-the-spot investigation and the data analysis of the interviews at the emergency management institutions at all levels in Jinan about the modernization of the system after its reform,this thesis summarizes the current situation of the emergency management in Jinan.This thesis also concludes the problems existing in the modernization of the emergency management system in Jinan,for instance,the grass-roots system is not standardized,the operation system is not smooth,the responsibility system is not clear,and the external system is not perfect.Then,the author explores the deep-rooted reasons for the problems,such as the fragmentation of the top-level design,the failure to implement the main responsibility of enterprises,the inaccurate positioning of the emergency management responsibilities,and the insufficient participation of social forces.Finally,though combining the advanced experience at home and abroad with the individual thoughts in his work,the author provides countermeasures and suggestions to improve the modernization of the emergency management system in Jinan from the following four perspectives:perfect the grass-roots system of the emergency management,standardize the operation system of the emergency management,improve the responsibility system of the emergency management and establish the prevention education system with the participation of the whole people,which offers a new perspective for the modernization construction of the emergency management system in Jinan.
