Since the 18 th national congress of the communist party of China,China's economic and social development has entered a stage of transformation and upgrading. The tasks of reform and development have come one after another, posing new challenges to the ability and responsibility of civil servants. We have taken strong action to transform lax and weak governance over the Party. The various system regulations represented by the central Party leadership ' s eight-point decision on improving Party and government conduct have put forward new and higher requirements for the civil service discipline.Adapting to the new normal and meeting new challenges,we urgently need civil servants to correct their mentality, improve efficiency, and maintain enthusiasm.Among them, burnout has become a roadblock to improve the quality and efficiency of work.As an important component of the civil service group, tax cadres are also plagued by burnout. As an important force for organizing tax and fee income, tax cadres not only affect the individual's physical and mental health, but also affect the efficiency of individual work, which in turn affects the efficiency of the department's work, and ultimately affects the taxation department's organization of fiscal revenue, regulation of the economy, and regulation of income distribution.Based on the problems and sources in Tax Bureau of Baoshan, and through in-depth interviews and questionnaire surveys, the thesis discusses the causes and mitigation measures. This thesis first defines the concepts of civil servants, tax cadres and workers and job burnout, and introduces the theory of burnout and related measurement tools. In order to get an overall result, the author designs an interview outline, selects 24 cadres to conduct in-depth interviews, analyzes typical cases, and further designs questionnaires based on the information from daily work and interviews.During the investigation, three scales(Basic Information Table,Burnout Status Table, and Burnout Cause Table)are used to conduct a questionnaire survey for the city's taxsystem. On this basis, using SPSS to analyze the data of 336 current status scales,we have come to a conclusion: The degree of occupational burnout of cadres in Tax Bureau of Baoshan is moderate, and there are significant differences in age, education and length of service. The author analyzes the causes of job burnout from four aspects:personal, work, organization and society. Finally,we put forward some suggestions for mitigating and preventing the burnout of cadres in Tax Bureau of Baoshan.
