Since the 1990s,the Taiwan authorities have constantly changed their strategies to participate in the activities of international organizations within the United Nations system.However,due to restrictions on Taiwan's status and the international community's consensus on the One-China principle,attempts by the Taiwan authorities to join in international organizations within the United Nations system as members have not been achieved.Consequently,the Taiwan authorities turned to a more pragmatic pursuit of observer status in the activities of the United Nations specialized agencies.Observers originated in the period of the League of Nations and was developed and improved after the founding of the United Nations.It is a way of recruiting participants that is widely recognized by international organizations.Observers have a wide range of subjects and can participate in the activities of the United Nations specialized agencies.Observers have certain rights to participate in activities,and fulfill certain obligations.Although the observer system has been developed for nearly 70 years,international organizations have not yet developed perfect legal norms to regulate the behavior of observers.The past practice of observers becomes the basis for analyzing the development and improvement of the system.Based on the convenience of the observers and taking into account the actual needs of the Taiwanese.On the basis of the"1992 Consensus",Taiwan can obtain observer status by the legal norms and practices of the United Nations specialized agencies.And Taiwan can participate in relevant activities through the single invitation of the United Nations specialized agencies.Taiwan has been participated in the World Health Assembly as an observer from 2009 to 2016.During these activities,Taiwan fully exercised its rights.At the same time,it also deliberately strengthened activities outside the meetings such as bilateral talks and receptions.Taiwan's behavior goes beyond its initial declaration of participation in the activities of the United Nations specialized agencies.In response to the above problems,the Mainland should establish a mechanism for Taiwan's participation in the activities of the United Nations specialized agencies as an observer in the future.Based on the legal norms and practices of the United Nations specialized agencies,under the guidance of the One-China principle and United Nations General Assembly Resolution 2758,it is possible for Taiwan to obtain observer status.After becoming an observer,Taiwan can enjoy the right equivalent to its status and fulfill its relevant obligations.In addition,the Mainland can negotiate with the United Nations specialized agencies to determine the privileges and immunities that the Taiwan can enjoy.
