The United Nations General Assembly adopted the famous Resolution 2758 (XXVI) by an overwhelming majority on October 25, 1971, restoring the full lawful rights of the Peoples'Republic of China in the United Nations. That event marked the complete solution of the China's representation question in the UN in political, legal and procedural way. However, the Taiwan authority has proposed to"rejoin","participate"or"join"the UN since 1993 by suborning its allies to propose adding a new item into the GA agenda regarding Taiwan's return to the UN; meanwhile, it began applying the observer status in the World Health Assembly since 1997. There came the question of Taiwan's right to representation in the United Nations.This paper is based on the history of the question, while case study and hierarchy analysis are used in a multi-disciplinary way. In the introductory part, the legal definitions of membership and right to representation in inter-governmental organizations (IGOs) are offered, which helps the author give a clear definition of this question.In Chapterâ… , the struggle for the question of China's representation in the UN is reviewed, which is considered as the question's origin. In Chapterâ…¡, the content and the changes of the proposals by Taiwan's allies in the past 14 years are analyzed according to several periods of the diplomatic struggle between China and Taiwan authority in the GA General Committee as well as in the WHA; The strategies and theories of the Lee Teng-Hui regime and Chen Shui-Bian regime are also compared in this chapter while revealing the true but untoldable purpose of Taiwan authority. In Chapterâ…¢, the challenge to China posed by the question are analyzes, including accelerating the trend of the internationalization of Taiwan Question, undermining Beijing's effort to seeking Taiwan compatriots'support, constraining China's bilateral diplomacy and impeding China's playing a greater role in the UN.In Chapterâ…£, after pointing out the disadvantages of current management, the author offers his solution: By reviewing the evolution of CPC's Taiwan policy and some cases of Taiwan's legal status in IGOs, the author suggests that within the framework of"One China", Taiwan participate the UN Specialized Agencies in associate member status and join the Delegation of China in the UNGA. In case the Taiwan authority continues denying the"1992 consensus", the author also proposes some countermeasures so that China can win understanding and support from the Taiwanese people and international public opinion and better crackdown the"Taiwan Independence"separatists.
